The problem of high school dropout becomes a national crisis that mean students who leave school before graduating (Heppen & Therriault, 2008, p.1). The cause of dropping out has many reasons. One reason, poor academic achievement influences to student dropout. For example, students with worst educational basic sometimes they do not understand what teacher say so, that make them fail the exam. Another,reason, many students from low-income families have to drop out because their families do not have enough money to pay school fees and other costs. A final reason, some students have jobs and receive salary, so they do not want to attend school.
In year 2007, There are 3,198,505 of Thai students that enrolled in high school, however 39,337 of them drop out of these academic institutes (OECD, 2013, p.). Surprisingly, the number of the students dropping out in Thailand are very high rate and this tend to be increasing year by year. From the research, SCOPE (2003) stated that the most important school-related predictor of dropping out is bad academic execution and that student who study one or more grade again are twice as probable to resign more than who have never failed a class (p.16). Dockery (n.d.) also explained that one of predictor of dropping out is bad educational performance like low exam scores, falling class or low grade. Many studies have also found dropping out of school linked to the combination of getting bad behavioral marks from instructor, lack of attendance and falling main educational course (p.7). Zins, Weissbeng, Wang & Walberg, (2004) found that school programs focus on social, emotional and learning process can help students develop attitudes, behaviour and academic performance ( p.4 ). Therefor, those school program can help to reduce rate of dropping out in high school.
Nowadays, many students drop out of school for many reasons and the main reason can be poor academic performance that leads to bad examination result, repeating grade and low score can be lesson by using school consultation program. However, there are less research about the effects of school consultation program toward student in Chiang Rai, therefore it is interesting to find the effect of this program adapting to school in Chiang Rai to reduce the rate of dropping out.
