ประเทศไทยมีแหล่งพลังงานของตนเองน้อยมากต้องพึ่งพาพลังงานจากต่างประเทศถึงร้อยละ 60 ของความต้องการพลังงานพาณิชย์ทั้งหมด และก๊าซธรรมชาติที่มีอยู่ในประเทศก็มีอยู่ ไม่เพียงพอกับความต้องการใช้ภายในประเทศในระยะยาว

ดังนั้น การใช้ทรัพยากรพลังงานที่มีอยู่ อย่างจำกัด ควรให้มีการใช้อย่างมีประสิทธิภาพมากที่สุด
