ความเป็นมาและความสำคัญของปัญหา
ประเทศไทยได้พัฒนาเข้าสู่การเป็นประเทศอุตสาหกรรมอย่างต่อเนื่อง อุตสาหกรรม การบินเป็นธุรกิจที่มีมูลค่าทางเศรษฐกิจที่สูง และส่งผลต่อการเจริญเติบโตของประเทศ มีการศึกษาภาพรวมอุตสาหกรรมการบินในประเทศไทย ปี พ.ศ. 2556-2558 พบว่ามีการเติบโตอย่างต่อเนื่อง
จากปัจจัยที่กำลังจะก้าวเข้าสู่การเป็นประชาคมเศรษฐกิจอาเซียน การเปิดเสรีน่านฟ้าในปี พ.ศ. 2556 ธุรกิจการบินอาเซียนและจากการขยายตัวของธุรกิจสายการบินต้นทุนต่ำทั้งในประเทศและในภูมิภาคเอเชีย-แปซิฟิก โดยศูนย์วิจัยกสิกรไทยคาดว่าในปี พ.ศ. 2556 จะมีจำนวนเที่ยวบินทำการบินผ่าน
