Oscar graduated in Law and International Relations from Comillas Pontifical University-ICADE in Madrid and has a specialization in International Public Law. He also has wide experience in project management, management of expatriate workers and international relations, as well as experience establishing and operating his own NGO focusing on Human Rights issues in the developing world.

Oscar is admitted to practice law in Spain and he is a member of the Madrid Bar Association. He was the founder of the Association of Spanish Companies in Turkey. He has a mastery over Spanish, English, Italian, French, Portuguese, and Turkish
