การสร้าง แหล่งท่องเที่ยวสีเขียว ในฐานะของแหล่งท่องเที่ยวทางธรรมชาติ

แนวปฏิบัติที่ 1 พัฒนาหรือปรับปรุงระบบการบริหารจัดการแหล่งที่เป็นมิตรกับสิ่งแวดล้อมและลดการปล่อยก๊าซเรือนกระจก โดยการ


1.กำหนดนโยบาย มีปณิธาน และแผนงานที่ให้ความสำคัญต่อความยั่งยืนในระยะยาว ทั้งในเรื่องสิ่งแวดล้อม สังคม วัฒนธรรม และเศรษฐกิจ รวมทั้งการหลีกเลี่ยง/ลดละ/ทดแทน การปฏิบัติที่เป็นสาเหตุของการปล่อยก๊าซเรือนกระจก
2.เคารพและปฏิบัติตามกฎหมาย/อนุสัญญา/ข้อตกลงระหว่างประเทศ และกฎระเบียบในประเทศที่เกี่ยวข้องกับสิ่งแวดล้อม และการเปลี่ยนแปลงสภาพภูมิอากาศ
3.บุคลากรหรือพนักงานที่เกี่ยวข้องได้รับการฝึกอบรมให้ความรู้ และทักษะในการปฏิบัติเกี่ยวกับ การจัดการการท่องเที่ยวอย่างยั่งยืน และวิธีปฏิบัติที่หลีกเลี่ยง/ลดละ/ทดแทน การปล่อยก๊าซเรือนกระจก
4.มีการแบ่งเขตการใช้ประโยชน์แหล่งท่องเที่ยว ตามศักยภาพของทรัพยากรธรรมชาติ/ สิ่งแวดล้อม และคุณค่าประสบการณ์ของนักท่องเที่ยว เช่น ใช้แนวคิดช่วงชั้นโอกาสทางการท่องเที่ยว (ROS) สำหรับแหล่งธรรมชาติ ใช้แนวคิดการแบ่งโซนทางประวัติศาสตร์สำหรับแหล่งโบราณสถาน เป็นต้น
5.การออกแบบ/ก่อสร้างอาคารและระบบสาธารณูปโภค-สาธารณูปการ สอดคล้องกลมกลืนกับสภาพแวดล้อม โดยคำนึงถึงหลักการออกแบบ/ก่อสร้างที่ยั่งยืน (Sustainable design/construction) และเปิดโอกาสให้ผู้สูงอายุ เด็กเล็ก และคนพิการสามารถมาใช้ได้โดยสะดวกและปลอดภัยและลดการปล่อยก๊าซเรือนกระจก
6.จัดให้มีกิจกรรมท่องเที่ยว/นันทนาการ ที่ให้ความเพลิดเพลิน/สนุกสนานและให้โอกาสในการเรียนรู้แก่นักท่องเที่ยวได้มากที่สุด โดยกิจกรรมที่จัดขึ้นต้องสอดคล้องกับคุณค่าของทรัพยากรการท่องเที่ยวและสิ่งแวดล้อม และมีการปล่อยก๊าซเรือนกระจกน้อยที่สุด
7.มีการกำหนดขีดความสามารถรองรับได้ (carrying capacity) ของแหล่งท่องเที่ยว ทั้งในด้านจำนวน นักท่องเที่ยว (ต่อวัน ต่อเดือน หรือต่อปี) ความมากน้อยของสิ่งปลูกสร้าง และการบริหารจัดการที่ก่อให้เกิดผลกระทบต่อระบบนิเวศ/สิ่งแวดล้อมน้อยที่สุด
8.สื่อที่ใช้ในการเผยแพร่/ประชาสัมพันธ์ เกี่ยวกับแหล่งท่องเที่ยวมีความถูกต้องตรงกับความเป็นจริงทั้งหมด และต้องไม่สัญญาเสนอสิ่งหนึ่งสิ่งใดให้แก่นักท่องเที่ยว โดยไม่สามารถกระทำได้จริง
9.กำหนดระเบียบหรือข้อควรปฏิบัติ การใช้พื้นที่สำหรับนักท่องเที่ยวโดยมีการแจ้ง หรือชี้แจง ให้นักท่องเที่ยวรับทราบในโอกาสแรกที่เดินทางมาถึง
10.มีข้อมูลและบริการการสื่อความหมาย (Interpretation) เกี่ยวกับพื้นที่คุณค่าของทรัพยากรท่องเที่ยว และองค์ประกอบของสิ่งแวดล้อมที่สำคัญๆ ที่มีคุณภาพและได้มาตรฐาน รวมทั้งคำอธิบายขอความร่วมมือให้นักท่องเที่ยวปฏิบัติตามกฎระเบียบอย่างเหมาะสมด้วย
11.มีการประเมิน/ตรวจวัด ความพึงพอใจของนักท่องเที่ยวอย่างสม่ำเสมอ และต่อเนื่อง พร้อมทั้งมีการแก้ไข/ปรับปรุงสิ่งที่จำเป็นตามความเหมาะสม

แนวปฏิบัติที่ 2 การปฏิบัติที่มุ่งเน้นการรักษาสิ่งแวดล้อมและลดการปล่อยก๊าซเรือนกระจก โดย

1.มีการป้องกัน ตรวจสอบ และแก้ไขผลกระทบสิ่งแวดล้อมที่เกิดจากการพัฒนา/ก่อสร้างระบบสาธารณูปโภค สาธารณูปการ และสิ่งอำนวยความสะดวกต่างๆ รวมทั้งจากผู้ประกอบการนำเที่ยว กิจกรรม และพฤติกรรมของนักท่องเที่ยวอย่างสม่ำเสมอและต่อเนื่อง
2.ไม่สนับสนุนให้นักท่องเที่ยวซื้อสินค้า/ของที่ระลึกที่ทำจากทรัพยากรธรรมชาติที่หายาก หรือกำลังสูญพันธุ์หรือมีแนวโน้มลดน้อยลง เช่น เปลือกหอย ปะการัง กล้วยไม้ป่า เป็นต้น
3.ใช้ชนิดพันธุ์พืชท้องถิ่นในการตกแต่ง และฟื้นฟูภูมิทัศน์ พร้อมหลีกเลี่ยงการนำชนิดพันธุ์พืชต่างถิ่น (Alien Species) มาปลูกในพื้นที่ หรือนำสัตว์ต่างถิ่นมาปล่อยหรือเลี้ยงในพื้นที่ โดยเฉพาะอย่างยิ่งในแหล่งท่องเที่ยวที่เป็นอุทยานแห่งชาติ และพื้นที่อนุรักษ์ประเภทอื่นๆ
4.การนำสัตว์ป่ามาใช้แสดงให้นักท่องเที่ยวชม (เช่น ช้าง นก โลมา ฯลฯ) จะต้องได้รับอนุญาตอย่างถูกต้อง และการเลี้ยงดูสัตว์จะต้องให้เป็นไปตามระเบียบ หรือข้อกำหนดของทางราชการ

11.จัดให้มียานพาหนะขนส่งนักท่องเที่ยวที่ปลอดคาร์บอน หรือปล่อยก๊าซคาร์บอนน้อยที่สุด สำหรับใช้บริการแก่นักท่องเที่ยว เมื่อเดินทางเข้ามาถึงพื้นที่ เช่น มีบริการรถจักรยาน หรือระบบขนส่งมวลชนลักษณะอื่นๆ ที่สามารถอำนวยความสะดวกให้แก่นักท่องเที่ยวอย่างมีประสิทธิภาพ
