การประเมิน หมายถึง กระบวนการพิจารณา วินิจฉัย เพื่อให้ทราบว่าการกระทำ กิจกรรมหรืองานต่างๆที่เราได้ทำไปนั้นเกิดผลอย่างไร โดยการสังเกตเก็บข้อมูลตัวเลขของผลที่ออกมานั้น แล้วเอามาเปรียบเทียบหรือวัดกันกับเกณฑ์วัตถุประสงค์หรือมาตรฐานที่เราอยู่หรือตั้งขึ้น จากนั้นเราก็สรุปหรือตัดสินใจว่าดีหรือไม่ดี สูงหรือต่ำกว่ามาตรฐานมากน้อยเพียงใด ควรปรับปรุงแก้ไขตรงไหน
สิ่งสำคัญในการประเมินผล 3 ประการ ที่จะต้องทำ คือ
1. ต้องศึกษา สังเกต ตรวจสอบผลการดำเนินงาน คือ เก็บข้อมูลตัวเลขของการดำเนินงานว่าทำได้เพียงไร ตรงตามวัตถุแระสงค์ในด้านต่างๆที่เราตั้งไว้หรือไม่
2. เอามาตรฐาน เป้าหมายเข้าจับ หรือวัดว่า สูงหรือต่ำกว่า เป้าหมายที่ตั้งไว้มากน้อยเพียงไร
3. ประมวลผลรวมการตัดสิน สรุปว่า สูง ต่ำ ปานกลาง ใช้ได้หรือใช้ไม่ได้แล้วตัดสินใจจะปรับปรุงแก้ไขอย่างไร
