ตั้งคณะกรรมการศึกษา วางโครงสร้างใหม่ไอซีทีเตรียมความพร้อมจัดตั้งสำนักงานส่งเสริม เศรษฐกิจดิจิทัล ขับเคลื่อนประเทศไทยก้าวสู่ดิจิทัลอีโคโนมี เร่งปฏิรูปโครงสร้างซิป้าใหม่หวังช่วยหนุนอุตสาหกรรมแข่งตลาดโลก พร้อมตั้งคณะกรรมการศึกษาจัดทำภารกิจ-โครงสร้างใหม่ ตาม พ.ร.บ.การพัฒนาดิจิทัลฯ ตีกรอบ แอ็คชั่นแพลน 3 ระยะ
นายพรชัย รุจิประภา รัฐมนตรีว่าการกระทรวง เทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) กล่าวว่า หลังปรับโครงสร้างกระทรวงไอซีที และ เปลี่ยนชื่อเป็นกระทรวงดิจิทัลเพื่อเศรษฐกิจและ สังคม ซึ่งคาดว่าจะเสร็จช่วงเดือนส.ค.นี้ กระทรวงชื่อใหม่จะมีพันธกิจและบทบาทสำคัญในการขับเคลื่อนการดำเนินการตามนโยบายเศรษฐกิจดิจิทัล (ดิจิทัล อีโคโนมี) อย่างเต็มรูปแบบ
ส่วนของสำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ (องค์การมหาชน) หรือซิป้า หน่วยงานในสังกัดกระทรวงไอซีที จะต้องเปลี่ยนชื่อเป็นสำนักงานส่งเสริมเศรษฐกิจดิจิทัล โดยมีบทบาทสำคัญด้านการส่งเสริมการพัฒนาอุตสาหกรรมเทคโนโลยีเศรษฐกิจดิจิทัลที่มีนัยสำคัญในการนำพาประเทศไทยไปสู่การพัฒนาอย่างสมบูรณ์และสอดคล้องนโยบายของรัฐบาล
อย่างไรก็ดี ไอซีที โดยคณะกรรมการเพื่อ ศึกษาและจัดทำภารกิจและโครงสร้างสำนักงานส่งเสริมเศรษฐกิจดิจิทัลได้กำหนดแนวทางการเตรียมความพร้อมเพื่อรองรับการจัดตั้ง สำนักงานชื่อใหม่ ตาม พ.ร.บ.การพัฒนาดิจิทัลเพื่อเศรษฐกิจและสังคม พ.ศ. .... ซึ่งต้องโอนพนักงานและลูกจ้างของซิป้าไปเป็นพนักงานหรือลูกจ้างของสำนักงานดังกล่าวเป็นการชั่วคราว
ทั้งนี้ ได้ศึกษาและเสนอแนะการปรับโครงสร้างของซิป้าให้สอดคล้องกับภารกิจและโครงสร้างของสำนักงานใหม่ที่จะเกิดขึ้นให้ปฏิบัติงานในภารกิจสำคัญได้อย่างรวดเร็วและเป็นไปตามแผนการดำเนินงาน
คณะกรรมการศึกษา ได้กำหนดระยะเวลา การดำเนินงานไว้ 6 เดือน ระยะแรกคือ ตั้งแต่เดือน ก.ค.-ก.ย.2558 จะศึกษาโครงสร้างองค์กร กฎระเบียบ และจัดบุคลากรลงภายใต้โครงสร้างสำนักงาน ส่งเสริมเศรษฐกิจดิจิทัล ระยะที่สอง เดือนก.ย.-ธ.ค. 2558 จะศึกษาข้อมูลการจัดทำแผนยุทธศาสตร์เศรษฐกิจดิจิทัล และระยะที่สาม เดือนต.ค.-ธ.ค. 2558 เป็นการปรับปรุงและพัฒนาเพิ่มเติม
"หลังการปรับเปลี่ยนโครงสร้างเป็นกระทรวง ดิจิทัลฯ บทบาทและหน้าที่ความรับผิดชอบจะกว้างมากขึ้น โดยเฉพาะการบูรณาการงานร่วมกับกระทรวงอื่นๆ ซึ่งได้กำหนดยุทธศาสตร์การดำเนินงาน โดยทุกอย่างต้องเป็นไปในทิศทางเดียวกับภาพรวมของกระทรวงดิจิทัลฯ"
ยุทธศาสตร์ 5 ด้าน ได้แก่ การพัฒนาโครงสร้าง พื้นฐานด้านกายภาพ (ฮาร์ด อินฟราสตรักเจอร์) การสร้างความมั่นคงปลอดภัยและความเชื่อมั่น ในการทำธุรกรรมด้วยเทคโนโลยีดิจิทัล (ซอฟต์ อินฟราสตรักเจอร์) การดำเนินงานด้านโครงสร้างพื้นฐานเพื่อส่งเสริมการให้บริการ (เซอร์วิส อินฟรา สตรักเจอร์) การกระตุ้นเศรษฐกิจด้วยเทคโนโลยีดิจิทัล (ดิจิทัล อีโคโนมี โปรโมชั่น) และการสร้างสังคมดิจิทัลที่มีคุณภาพ (ดิจิทัล โซไซตี้) ในการขับเคลื่อนประเทศไทยสู่เศรษฐกิจดิจิทัล การดำเนินงานดังกล่าวเพื่อเป็นปัจจัยสำคัญ ในการสนับสนุนให้ผู้ประกอบการเข้าถึงข้อมูลและช่วยเชื่อมโยงผู้ผลิตกับตลาดโลก โดยรัฐบาลมีเป้าหมายระยะสั้นคือ การยกระดับและพัฒนาขีดความสามารถในการแข่งขันของภาคธุรกิจไทย ส่วนระยะยาวคือ การขยายตัวอย่างยั่งยืนของเศรษฐกิจไทย
