เทศกาลหิมะฮาร์บิน จัดขึ้นที่เมืองฮาร์บิน มณฑลเฮยหลงเจียง ภาคตะวันออกเฉียงเหนือของจีน ที่เกาะไท่หยางเต่าหรือเกาะพระอาทิตย์ (Sun Island) ซึ่งตั้งอยู่ทางตอนเหนือของแม่น้ำซงฮัวเจียง เป็นสถานที่หนึ่งในการจัดเทศกาลแกะสลักหิมะ
