นับตั้งแต่เริ่มนำเข้าก๊าซหุงต้มปี 2551 ซึ่งถือว่าไม่เป็นธรรม และในส่วนของผู้ประกอบการนั้น จากการที่รัฐบาลมีนโยบายตรึงราคาก๊าซหุงต้มหน้าโรงแยกก๊าซฯที่ 333 ดอลลาร์/ตัน ในปี 2547 ทำให้โรงแยกก๊าซฯของ ปตท.ต้องรับภาระการอุดหนุนราคาก๊าซหุงต้มโดยคำนวณเทียบกับต้นทุนโรงแยกก๊าซฯตั้งแต่ปี 2547-2556 ไปแล้ว 190,750 ล้านบาท รวมถึงโรงกลั่นน้ำมันที่ต้องขายก๊าซหุงต้มออกมาในราคาต่ำกว่าตลาดโลกตามที่รัฐบาลกำหนด (76% ราคาตลาดโลก และ 24% ราคาควบคุมที่ 333 ดอลลาร์/ตัน) โดยรับภาระการอุดหนุนไปแล้วถึง 61,650 ล้านบาท
