การศึกษาความเป็นไปได้การดำเนินกิจกรรมเชิงรุก เพื่อเด็กกลุ่มเสี่ยง จังหวัดหนองคาย มีวัตถุประสงค์เพื่อ 1) ศึกษาข้อมูลเกี่ยวกับเด็กที่ได้รับผลกระทบจากปัญหาการดูแลและการคุ้มครอง 2) ประเมินความต้องการจำเป็นในการให้การช่วยเหลือเด็กที่ได้รับผลกระทบจากปัญหาการดูแลและการคุ้มครอง 3) ประเมินความสามารถขององค์กรรวมไปถึงหน่วยงานภาคีเครือข่ายทั้งภาครัฐและเอกชน ในการดำเนินการให้การช่วยเหลือเด็กที่ได้รับผลกระทบจากปัญหาการดูแลและการคุ้มครอง และ 4) วางแผนกิจกรรมโครงการสำหรับการให้การช่วยเหลือเด็กที่ได้รับผลกระทบจากปัญหาการดูแลและการคุ้มครอง พื้นที่เป้าหมาย สำหรับการศึกษาครั้งนี้ คือ ชุมชนบริเวณโดยรอบพื้นที่หมู่บ้านเด็กโสสะ แห่งประเทศไทย (เฉลิม นารินทร์) จังหวัดหนองคาย ซึ่งประกอบด้วยชุมชนใน 6 ตำบล รวม 78 หมู่บ้าน
สามารถสรุปผลการศึกษาได้ ดังนี้
ปัญหาการดูแลและการคุ้มครองเด็กของชุมชน พบปัญหาที่สำคัญ คือ
1) เด็กถูกละเลย / ทอดทิ้ง
เด็กถูกละเลย / ทอดทิ้ง จำแนกตามช่วงอายุในแต่ละเขตพื้นที่พบว่า มีจำนวนเด็กที่ถูกละเลย / ทอดทิ้ง ทั้งสิ้น 205 คน โดยจำแนกเป็นเด็กอาศัยกับปู่ย่าตายายสูงที่สุด จำนวน 164 คน รองลงมาได้แก่ เด็กที่อาศัยอยู่กับญาติจำนวน 32 คน เมื่อพิจารณาข้อมูลระดับตำบล พบว่า ตำบลที่มีปัญหาเด็กถูกละเลย / ทอดทิ้ง สูงสุด 3 ตำบลแรก ได้แก่ ตำบลค่ายบกหวาน จำนวน 90 คน รองลงมาได้แก่ ตำบลพระธาตุบังพวน จำนวน 54 คน และตำบลวัดธาตุ จำนวน 31 คน ตามลำดับ
2) เด็กสูญเสียผู้ปกครอง
สภาพปัญหาการดูแลและการคุ้มครองเด็กของชุมชน ในมิติของเด็กสูญเสียผู้ปกครอง จำแนกตามช่วงอายุในแต่ละเขตพื้นที่ พบว่า ในภาพรวมมีจำนวนเด็กที่สูญเสียผู้ปกครองทั้งสิ้น 103 คน แบ่งเป็น ชาย 55 คน และหญิง 48 คน เมื่อพิจารณาในแต่ละช่วงอายุ พบว่าเด็กที่สูญเสียผู้ปกครองส่วนใหญ่เป็นเด็กชาย อายุระหว่าง 6 – 17 ปี จำนวน 35 คน รองลงมาได้แก่ เด็กหญิง อายุระหว่าง 6 – 17 ปี จำนวน 34 คน
