โครงการศึกษาวิจัยและพัฒนาสิ่งแวดล้อมแหลมผักเบี้ย ได้เกิดขึ้นหลังจากพระบาทสมเด็จพระเจ้าอยู่หัวฯมีพระราชดำรัส เกี่ยวกับปัญหาขยะและน้ำเสียในจังหวัดเพชรบุรีที่มีผลกระทบต่อชุมชนแม่น้ำเพชรบุรี โดยเฉพาะชุมชนปลายน้ำที่ตำบลแหลมผักเบี้ย อำเภอบ้านแหลม จังหวัดเพชรบุรี เมื่อวันที่ 12 กันยายน 2533 การศึกษาวิจัยได้เริ่มขึ้นโดยแบ่งระยะการศึกษาวิจัยและพัฒนาออกเป็น 4 ระยะดังนี้
2.1 ระยะที่ 1 ปี พ.ศ.2533-2536 การทดลองศึกษาความเป็นไปได้ในการกำจัดขยะ
2.2 ระยะที่ 2 ปี พ.ศ.2537-2539 การหารูปแบบการทดลองภาคปฏิบัติ ทดลองในภาคปฏิบัติ
2.3 ระยะที่ 3 ปี พ.ศ.2540-2542 การหาประสิทธิภาพและสร้างแบบจำลองระบบบำบัดน้ำเสียและการกำจัดขยะ
2.4 ระยะที่ 4 ปี พ.ศ.2543 ถึงปัจจุบัน การส่งเสริมเผยแพร่เทคโนโลยีของโครงการวิจัยและพัฒนาด้านสิ่งแวดล้อมสู่พื้นที่อื่น ๆ ในประเทศ
