ดำเนินการจัดจ้างที่ปรึกษาโครงการฯ เพื่อดำเนินงาน ดังนี้
3.1 ศึกษาและทบทวนนโยบายทิศทางและสถานการณ์การพัฒนาการกีฬาไทยที่ผ่านมา รวมทั้งรวบรวมและวิเคราะห์ข้อมูลที่เกี่ยวข้องกับการกีฬาและอุตสาหกรรมกีฬาของประเทศทั้งระบบ จากงานศึกษาวิจัยทั้งภายในประเทศและต่างประเทศ เพื่อกำหนดนิยามและกรอบแนวคิดการพัฒนาการกีฬาและอุตสาหกรรมกีฬาของประเทศไทยในภาพรวม
3.2 ประเมินผลการดำเนินงานการพัฒนาการกีฬาของประเทศภายใต้แผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ 6 (พ.ศ. 2560-2564) ในด้านการบรรลุเป้าหมายหลักของแผนฯ ผลการพัฒนาและผลการดำเนินงานตามยุทธศาสตร์ของแผนฯ
3.3 ศึกษาและประเมินผลกระทบของสภาพแวดล้อมและบริบทที่เปลี่ยนแปลงไป ทั้งปัจจัยทางเศรษฐกิจ สังคมและสิ่งแวดล้อมทั้งภายในประเทศ ระดับภูมิภาคและระดับโลก ที่คาดว่าจะกระทบต่อการท่องเที่ยวของไทยในช่วง 2560-2564
3.4 สัมภาษณ์เชิงลึกผู้เชี่ยวชาญและ/หรือผู้มีส่วนเกี่ยวข้องจากหน่วยงานทั้งภาครัฐและภาคเอกชน และทั้งในและต่างประเทศ จำนวนไม่น้อยกว่า 20 ราย เพื่อรวบรวมข้อมูลความคิดเห็นสำหรับประกอบการจัดทำข้อเสนอวิสัยทัศน์การกีฬาและไทยในระยะ 5 ปีข้างหน้า
3.5 ศึกษา วิเคราะห์และถอดบทเรียนประเทศกรณีศึกษาตัวอย่างที่ดี (Best Practice) ด้านการพัฒนาการกีฬา เพื่อใช้เป็นกรอบแนวทางการจัดทำร่างแผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ 6 (พ.ศ. 2560-2564) และข้อเสนอแนะประเด็นยุทธศาสตร์หรือแนวทางการพัฒนาการกีฬาของประเทศไทยในระยะ 5 ปีข้างหน้า
3.6 จัดประชุมกลุ่มย่อยเพื่อรวบรวบข้อมูลความคิดเห็นและข้อเสนอแนะสำหรับประกอบการจัดทำร่างแผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ 6 (พ.ศ. 2560-2564) จากผู้ที่เกี่ยวข้องด้านการท่องเที่ยวทุกภาคส่วนทั้งภาครัฐ ภาคเอกชน ภาควิชาการ และท้องถิ่น มีรายละเอียด ดังนี้
3.6.1 จัดประชุมฯ ใน ๔ ภูมิภาคๆ ละ ๑ ครั้ง ได้แก่ ภาคกลาง (รวมภาคตะวันตกและภาคตะวันออก) ภาคเหนือ ภาคใต้ และภาคตะวันออกเฉียงเหนือ และในส่วนกลาง ๑ ครั้ง รวมทั้งสิ้น ๕ ครั้ง
3.6.2 ผู้เข้าร่วมประชุมฯ จำนวนรวมไม่ต่ำกว่า 250 คน
3.6.3 สถานที่จัดประชุมรับฟังความคิดเห็นเป็นโรงแรมระดับ 3 ดาวขึ้นไปหรือสถานที่ของภาคเอกชนหรือหน่วยงานภาครัฐที่สามารถรองรับการจัดประชุมได้
3.6.4 ที่ปรึกษาเป็นผู้รับผิดชอบค่าใช้จ่ายในการดำเนินงานทั้งหมด

3.7 สังเคราะห์และจัดทำร่างแผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ 6 (พ.ศ. 2560-2564)ประกอบด้วย วิสัยทัศน์การพัฒนาการกีฬาของไทย และข้อเสนอประเด็นยุทธศาสตร์การพัฒนาการกีฬาและอุตสาหกรรมกีฬาของประเทศไทย

3.9 จัดประชุมเพื่อรับฟังความคิดเห็นต่อข้อเสนอร่างแผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ 6
(พ.ศ. 2560-2564) และแนวทางการแปลงแผนสู่การปฏิบัติจากผู้ที่เกี่ยวข้องจากทุกภาคส่วนทั้งภาครัฐภาคเอกชน ภาควิชาการ และท้องถิ่น จำนวนอย่างน้อย 1 ครั้ง ผู้เข้าร่วมประชุมจำนวนรวมไม่ต่ำกว่า 3๐0 คน สถานที่จัดประชุมเป็นโรงแรมระดับ 3 ดาวขึ้นไปในกรุงเทพมหานครหรือปริมณฑล และที่ปรึกษาเป็นผู้รับผิดชอบค่าใช้จ่ายในการดำเนินงานทั้งหมด รวมทั้งจัดทำสรุปผลการประชุมฯ
