มีวัตถุประสงค์เพื่อยกระดับวงการกีฬาไทยให้ก้าวไกลยิ่งขึ้นเทียบเท่ามาตรฐานสากล พร้อมประชาสัมพันธ์เมืองหัวหินของไทยให้กลายเป็นหนึ่งในเมืองกีฬาแห่ง AEC และเป็นเมืองท่องเที่ยวระดับโลกในหมู่นักกีฬาและนักท่องเที่ยวชาวต่างชาติ
