รัฐบาลจะยึดมั่นในระบบเศรษฐกิจเสรีและเน้นการรักษาเสถียรภาพและวินัยทางการเงิน การคลัง เป็นเป้าหมายควบคู่ไปกับการกระจายรายได้ เร่งพัฒนาขีดความสามารถในการแข่งขันกับต่างประเทศเพื่อให้เศรษฐกิจไทยมีการขยายตัวอย่างต่อเนื่อง
และมุ่งสร้างให้ประเทศไทยเป็นศูนย์กลางของภูมิภาคด้านเศรษฐกิจ ทั้งนี้ ต้องดำเนินนโยบายด้านการเงิน การคลังอย่างระมัดระวังเพื่อป้องกันภาวะเงินเฟ้อและการขาดดุลบัญชีเดินสะพัด ปรับปรุงสมรรถภาพขององค์กรต่างๆ ในระบบเศรษฐกิจ เพื่อให้สามารถแข่งขันกับนานาประเทศที่เจริญทางอุตสาหกรรม ภายใต้สภาพแวดล้อมโลกที่มีการเปลี่ยนแปลงอย่างรวดเร็ว สนับสนุนให้นักธุรกิจไทยขยายการลงทุนและการค้าออกไปสู่ต่างประเทศให้มากขึ้น สนับสนุนการให้สินเชื่อเพื่อการส่งออก และคุ้มครองการลงทุนของคนไทยในต่างประเทศ ปรับปรุงโครงสร้างภาษีให้สอดคล้องกับความตกลงทัว่ ไปว่าด้วยภาษีศุลกากรและการค้า(GATT) และการค้าเสรีของอาเซียน (AFTA) กระจายอุตสาหกรรมไปสู่ภูมิภาค และเน้นการใช้วัตถุดิบที่มีอยู่ในพื้นที่ เร่งรัดการส่งสินค้าออกให้ขยายตัวมากยิ่งขึ้น โดยเพิ่มขีดความสามารถและประสิทธิภาพในการแข่งขันของผู้ผลิตและผู้ส่งออกทุกวิถีทาง เช่น การลดต้นทุนการผลิต การปกป้องรักษาผลประโยชน์ทางการค้า และดูแลรักษาผลประโยชน์ของการเจรจาการค้าหลายฝ่าย
