สพธอ. เผยอัตราการเกิดภัยลวงการซื้อขายออนไลน์สูงเป็นอันดับ 2 ของภัยคุกคามที่เกิดขึ้นทั้งหมดในปีที่ผ่านมา เตือนนักช็อปออนไลน์ระวัง เลือกซื้อร้านค้าที่น่าเชื่อถือ พร้อมแนะแนวทางป้องกัน เตรียมศูนย์รับเรื่องร้องเรียนออนไลน์ ดูแลผู้ซื้อผู้ขาย
รายงานข่าวจากสำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์ (องค์การมหาชน) (สพธอ.) หรือ ETDA (เอ็ตด้า) ระบุว่าปัจจุบันรูปแบบการจับจ่ายสินค้าเปลี่ยนไป ผู้คนหันมานิยมการซื้อสินค้าทางออนไลน์กันมากขึ้น ทั้งผ่านบัตรเครดิต เดบิต และตู้เอทีเอ็ม จึงทำให้ภัยดังกล่าวมีอัตราการเติบโตสูงขึ้นอย่างรวดเร็ว โดยจากสถิติของธนาคารแห่งประเทศไทย การชำระเงินทางอิเล็กทรอนิกส์ในปี 2557 มีปริมาณรวมทั้งสิ้น 4,356.6 ล้านรายการ และมีอัตราการขยายตัว 8.7%
และจากข้อมูลสถิติด้านภัยคุกคามไซเบอร์ของไทยในปี 2557 ที่รวบรวมขึ้นโดย ThaiCERT (ไทยเซิร์ต) ภายใต้ ETDA พบว่าการหลอกลวงซื้อขายออนไลน์ หรือ Fraud เป็นประเภทภัยคุกคามที่เกิดขึ้นสูงเป็นอันดับ 2 ของปี 2557 และคิดเป็นสัดส่วน 25.2% ของภัยคุกคามที่เกิดขึ้นทั้งหมด โดยมักจะมาใน 3 รูปแบบหลักด้วยกัน ได้แก่ 1) การถูกโจรกรรมข้อมูลระหว่างใช้บัตรเครดิตในการจ่ายสินค้าออนไลน์ 2) เกิดข้อพิพาทระหว่างผู้ซื้อและผู้ขายในกรณีคุณภาพของสินค้าไม่ตรงตามที่ตกลงกันไว้ หรือเกิดความเสียหายระหว่างการส่งของ 3) เกิดข้อพิพาทในกรณีผู้ขายตั้งใจกระทำผิด เช่นการไม่ส่งของให้ตามที่ตกลง หรือส่งของที่ไม่เกี่ยวข้องกับที่สั่งซื้อ เป็นต้น
ทั้งนี้ ETDA ได้แนะนำแนวทางป้องกันและแก้ไขเมื่อประสบภัยลวงจากการซื้อขายออนไลน์ ดังต่อไปนี้ 1.ในกรณีของการป้องกัน ในเวลาที่มีการทำธุรกรรมผ่านระบบออนไลน์ ผู้บริโภคควรลบข้อมูลบัตรเครดิตที่เคยบันทึกไว้บนเว็บไซต์ หรือระบบต่าง ๆ เพื่อไม่ให้มีคนลักลอบนำไปใช้ประโยชน์ต่อ และหากเกิดการโจรกรรมขึ้น ควรรีบติดต่อไปยังธนาคารเจ้าของบัตร เพื่อระงับการใช้บัตร พร้อมเดินเรื่องในการเรียกเงินคืน และหากมีการออกบัตรใหม่ ควรรีบทำลายบัตรเก่าทิ้ง
2.ในกรณีที่เกิดข้อพิพาทกับผู้ขาย เรื่องสินค้าไม่ได้คุณภาพ หรือแตกหักไม่ครบถ้วน ให้ชี้แจงตามนโยบายการซื้อขายที่กำหนดไว้ในเว็บไซต์ และ 3.ในกรณีที่ผู้ขายตั้งใจฉ้อโกงด้วยการไม่ส่งสินค้า หรือตั้งใจส่งสินค้าที่ไม่เกี่ยวข้อง ให้รวบรวมเอกสารที่เกี่ยวข้องทั้งหมด รวมถึงหลักฐานการจ่ายเงิน หมายเลขบัญชีธนาคาร และข้อความที่ติดต่อระหว่างการซื้อขาย พร้อมนำเอกสารทุกอย่างไปแจ้งความและดำเนินคดีตามกฎหมาย
หากเกิดปัญหาในการซื้อสินค้า/บริการออนไลน์ ไม่ว่าจะรูปแบบใดก็ตาม สิ่งแรกที่ควรจะทำคือติดต่อ เจรจาต่อรอง และไกล่เกลี่ยกับผู้ขาย อย่างไรก็ตาม เพื่อความปลอดภัย ETDA แนะนำให้ขาช็อปซื้อของจากร้านค้าออนไลน์ ผ่านเว็บไซต์ Thaiemarket.com ซึ่งเป็นแหล่งรวมสินค้าและร้านค้าออนไลน์ ที่น่าเชื่อถือ นอกจากนี้ ETDA เตรียมเปิด OCC (Online Complain Center) หรือศูนย์รับเรื่องร้องเรียนออนไลน์เป็นครั้งแรกในประเทศไทย เพื่อดูแลทั้งผู้ซื้อและผู้ขายในเรื่องการซื้อขายสินค้าออนไลน์ โดยเริ่มดูแลจากร้านค้าและผู้ซื้อสินค้าภายใต้ Thaiemarket.com ก่อน ใน 2 รูปแบบ คือ แบบออนไลน์ จะเริ่มเปิดให้บริการภายในสิ้นเดือนมิถุนายนนี้ และแบบคอลล์เซ็นเตอร์ จะเริ่มให้บริการช่วงต้นเดือนสิงหาคม เพียงโทร.แจ้งเรื่องที่เบอร์ 0- 2123-1223 ซึ่งนับเป็นการเปิดมิติใหม่เพื่อยกระดับมาตรฐานและความน่าเชื่อถือให้ e-Commerce ไทยเทียบเท่าระดับสากล
