ปรับลดระดับชั้นยศให้มียศสูงสุดเพียงแค่ร้อยตำรวจเอกเท่านั้น และ กระจายอำนาจตำรวจสู่ส่วนภูมิภาคมากขึ้น
พร้อมทั้งปรับระดับเงินเดือนให้สูงพอที่จะทำให้ตำรวจไม่รับสินบนในการทำงาน อีกทั้งจำเป็นต้องคัดเลือกบุคคลที่มีความรู้ความสามารถจริงๆเข้ามารับราชการด้วย
