๒.๔ เป็นบริษัทผู้ผลิต หรือสาขาของบริษัทผู้ผลิต หรือบริษัทเจ้าของผลิตภัณฑ์ หรือสาขาของบริษัทเจ้าของผลิตภัณฑ์
๒.๕ กรณีไม่มีคุณสมบัติตามข้อ ๒๔ ผู้เสนอราคาต้องเป็นตัวแทนจำหน่ายจากบริษัทผู้ผลิตหรือบริษัทเจ้าของผลิตภัณฑ์ หรือตัวแทนจำหน่ายจากสาขาของบริษัทผู้ผลิต หรือสาขาของบริษัทเจ้าของผลิตภัณฑ์
๒.๖ กรณีไม่มีคุณสมบัติตามข้อ ๒๔ และ ๒๕ แต่สามารถหาพัสดุ ที่มีคุณภาพดี และเป็นผลิตภัณฑ์ตามที่ทางราชการกำหนดจากแหล่งจำหน่ายทั่วไปในต่างประเทศ
๓. หลักฐานการเสนอราคา
๓.๑ ผู้เสนอราคาจะต้องยื่นเอกสารหลักฐานเสนอมา (ซองข้อเสนอด้านเอกสารหลักฐานโดยแยกไว้นอกซองใบเสนอราคา อย่างน้อยต้องมีเอกสาร ดังนี้
๓๑๑ ในกรณีผู้เสนอราคาเป็นห้างหุ้นส่วนสามัญ หรือห้างหุ่นส่วนจำกัด
(๑) สำเนาหนังสือรับรองการจดทะเบียนนิติบุคคลพร้อมวัตถุประสงค์ ซึ่งออกให้ในปี พ.ศ. ที่เสนอราคา พร้อมรับรองสำเนาถูกต้อง
(๒) บัญชีรายชื่อหุ่นส่วนผู้จัดการ
(๓)บัญชีผู้มีอำนาจควบคุม (ถ้ามี)
๓๑๒ ในกรณีที่ผู้เสนอราคาเป็นบริษัทจำกัด หรือ บริษัทมหาชนจำกัด
(๑) สำเนาหนังสือรับรองการจดทะเบียนนิติบุคคลพร้อมวัตถุประสงค์ ซึ่งออกให้ในปี พ.ศ. ที่เสนอราคา พร้อมรับรองสำเนาถูกต้อง
(๒) หนังสือบริคณห์สนธิ พร้อมรับรองสำเนาถูกต้อง
(๓) บัญชีรายชื่อกรรมการผู้จัดการ
(๔) บัญชีผู้ถือหุ่นรายใหญ่
(๕) บัญชีผู้มีอำนาจควบคุม (ถ้ามี)
๓.๑.๓ หนังสือรับรองตราประทับที่มีผลบังคับใช้ในปัจจุบัน(ถ้ามี)และสำเนาใบทะเบียนภาษีมูลค่าเพิ่ม
๓.๑.๔ หนังสือมอบอำนาจซึ่งปิดอากรแสตมป์ตามกฎหมาย สำเนาบัตรประจำตัวประชาชนของผู้มอบอำนาจปละผู้รับมอบอำนาจ(กรณีการมอบอำนาจ)
๓.๑.๕ สำเนาหลักฐานการลงทะเบียนผู้ค้ากับภาครัฐในระบบจัดซื้อ/จ้างภาครัฐด้วยระบบอิเล็กทรอนิกส์ (e-Government Procurement : e-GP) ตามที่กำหนดในข้อ ๒๒ ซึ่งหลักฐานดั่งกล่าวต้องนำมาจากระบบ e-GP
๓.๑.๖ เอกสารหลักฐานแสดงคุณสมบัติผู้เสนอราคา ตามข้อ ๒ ดังนี้
(๑) กรณีคุณสมบัติตามข้อ ๒๔ ต้องแสดงหลักฐานการเป็นบริษัทผู้ผลิตหรือสาขาของบรริษัทผู้ผลิตหรือสาขาของบริษัทผู้ผลิต หรือบริษัทเจ้าของผลิตภัณฑ์ หรือสาขาของบริษัทเจ้าของผลิตภัณฑ์ ซึ่งได้รับการรับรอง จาก FAA (Federal Aviation Administration) หรือ CAA (Civil Aviation Authority) หรือ EASA (European Aviation Safety Agency) หรือ DOT (Department Of Transportation) เพื่อใช้ประกอบการพิจารณา
(๒) กรณีคุณสมบัติตามข้อ ๒.๕ ต้องแนบหลักฐานการแต่งตั้งให้เป็นตัวแทนจำหน่ายจากบริษัทดังกล่าว เพื่อใช้ประกอบการพิจราณ
