สำนักงานส่งเสริมอุตสาหกรรมซอฟต์แวร์แห่งชาติ (องค์การมหาชน) (SIPA) เล็งเห็นถึงความสำคัญที่จะนำเทคโนโลยีการสื่อสารและสารสนเทศ (ICT) มาพัฒนาอุตสาหกรรมท่องเที่ยวให้ก้าวหน้ายิ่งขึ้น จึงได้ผลักดันโครงการนำร่องด้วยการสร้างพื้นฐานบนเครือข่ายอินเทอร์เน็ต กระตุ้นให้กลุ่มท่องเที่ยวร่วมกันบริการนักท่องเที่ยวผ่านเครือข่ายคอมพิวเตอร์ ซึ่งนับเป็นตัวอย่างของการใช้เทคโนโลยีซอฟต์แวร์ระดับสูงภายใต้ชื่อ "Tourism c-Commerce" (อังกฤษ: Tourism Collabolative Commerce) หรือการพาณิชย์เชิงร่วมมือบนธุรกิจท่องเที่ยวขยายโอกาสทางการค้าที่ช่วยเพิ่มรายได้สู่หน่วยธุรกิจ
