กรมการปกครองแจ้งว่า การประชุมเพื่อติดตามความคืบหน้าเกี่ยวกับการลงทุนภาคเอกชน เขตพัฒนาเศรษฐกิจพิเศษและการส่งเสริมการลงทุนเขตธุรกิจ เมื่อวันที่ 29 พฤษภาคม 2558 ณ ทำเนียบรัฐบาล โดย พล.อ. ประยุทธ จันโอชา นายกรัฐมนตรี มีแนวคิดจัดตั้งโครงการ Social business หรือการประกอบการเพื่อตอบสนองสังคมที่มีลักษระเช่นเดียวกับดครงการในพระชาดำริโครงการหลวง และโครงการดอยตุงเพื่อให้สอดคล้องกับประชาชนในพื้นที่และไม่ให้เกิดผลกระทบ ซึ่งจะเร่งรัดให้เกิดภายในปี 2558 เนื่องจากกรมการปกครองมีภารกิจเกี่ยวกับการพิจารณาการอนุญาตจดทะเบียนสมาคม มูลนิธิ ซึ่งโดยสภาพแล้วเป็นองค์กรที่ไม่แสวงหากำไร แต่มีบทบาทในการสนับสนุนการทำหน้าที่ของรัฐในด้านต่างๆ เช่น การศาสนา ศิลปะ วิทยาศาสตร์ วรรณคดี การศึกษาหรือเพื่อสาธารณประโยชน์อย่างอื่น
