มหาวิทยาลัยท้องถิ่น คือ มหาวิทยาลัยที่จัดตั้งโดยองค์กรปกครองตนเองส่วนท้องถิ่น มีอยู่ทั้งสิ้น 75 แห่งทั่วประเทศ

มหาวิทยาลัยเอกชน คือ มหาวิทยาลัยที่จัดตั้งโดยเอกชน มีอยู่ทั้งสิ้น 512 แห่งทั่วประเทศ ซึ่ง 40% ของมหาวิทยาลัยเอกชนอยู่ในกรุงโตเกียว
