ทางสายใหม่ที่อาจจะดำเนินการก่อสร้างในอนาคตอันใกล้ จากการทบทวนในเบื้องต้น พบว่าโครงการก่อสร้างทางคู่มีแนวทางการพัฒนาที่จะทำให้กรุงเทพมหานครเป็นจุดศูนย์กลาง เนื่องจากเป็นชุมทางและจุดเชื่อมต่อที่สำคัญสำหรับผู้โดยสารรถไฟทางไกลระหว่างเมือง และรถไฟขนส่งสินค้าที่มาจากทุกเส้นทาง โดยการพัฒนาจะแบ่งเป็นช่วงๆ ตามระยะเวลาดำเนินการของแผนแม่บทฯ ทั้งหมด 17 เส้นทาง ดังแสดงในรูปที่ 2.1-2 สามารถแบ่งออกเป็น 3 ระยะเวลาดังตารางที่ 2.1-2
