หัวหน้าแผนกหรือผู้จัดการฝ่าย ต้องเป็นผู้ดำเนินการฝึกอบรมงานพนักงานที่จะต้องปฎิบัติงานจริงในแต่ละตำแหน่ง ให้ครอบคลุมหัวข้อต่างๆที่กำหนดไว้ใน แบบแผนการฝึกอบรม ( Training Matrix ) ระยะเวลาในการฝึกอบรมขึ้นอยู่กับความก้าวหน้าของผู้เข้าอบรม ซึ่งจะถูกประเมินโดยผู้ฝึกอบรม การฝึกอบรมดังกล่าวจะต้องจัดทำเอกสารและแนบไปกับ Training Record Form
