ส่งเสริมให้เกิดการลงทุนจากต่างชาติ โดยการจัดทำนโยบายให้สอดคล้องกับความต้องของธุรกิจของนักลงทุน และนอกจากนี้อุตสาหกรรมสิ่งทอควรมีการปรับปรุงเครื่องมือเครื่องจักให้มีความทันสมัยและมีการวิจัยผลงานชิ้นใหม่ๆ เช่น เส้นใย หรือการออกแบบเสื้อผ้าแฟชั่นให้มีความทันสมัย เป็นที่ตรงการของกลุ่มผู้บริโภคต่างประเทศมากขึ้นเพื่อเป็นการขยายช่องทางดำเนินธุรกิจและสร้างมูลค่าเพิ่มให้กับผลิตภัณฑ์สิ่งทอ
