พระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว (รัชกาลที่ 5) ได้ทรงพระกรุณาโปรดเกล้าฯ ให้จัดปกครองท้องที่ให้มีมณฑลเทศาภิบาลใน ร.ศ. 114 อำเภอปากพนังมีชื่อว่า อำเภอเบี้ยซัด หมายถึง สถานที่ที่คลื่นซัดเอาหอยเบี้ยจากทะเลเข้าสู่หาด ซึ่งสมัยโบราณใช้หอยเบี้ยเป็นเงินตราแลกเปลี่ยนสินค้า และในวันที่ 22 มีนาคม พ.ศ. 2445 ได้มีพระบรมราชโองการให้เปลี่ยนชื่ออำเภอเบี้ยซัดเป็น อำเภอปากพนัง
