1. ศึกษาค้นคว้าทฤษฎี เนื้อหา แนวคิดและงานวิจัยที่เกี่ยวข้องกับนักเรียนชั้นมัธยมศึกษาปีที่ 6 ที่มีต่อการต่อการสื่อสารภาษาอังกฤษกับชาวต่างชาติ ในเขต อำเภอเมือง จังหวัดเพชรบูรณ์ เพื่อเป็นแนวทางในการสร้างขอบเขตการวิจัย
2. กำหนดขอบเขตการวิจัย เพื่อเป็นแนวทางในการสร้างแบบสอบถามความคิดเห็นของนักเรียนผู้ตอบแบบสอบถาม ที่มีต่อนักเรียนชั้นมัธยมศึกษาปีที่ 6 ที่มีต่อการสื่อสารภาษาอังกฤษกับชาวต่างชาติ ในเขต อำเภอเมือง จังหวัดเพชรบูรณ์ ทั้ง 2 ด้าน คือ ด้านทักษะภาษาอังกฤษเพื่อการสื่อสารของนักเรียน และด้านลักษณะและวิธีการสื่อภาษาอังกฤษของชาวต่างชาติ
3. นำข้อมูลที่ได้จากการศึกษามาสร้างแบบสอบถาม เพื่อวัดระดับปฏิบัติการของนักเรียนชั้นมัธยมศึกษาปีที่ 6 ที่มีต่อการสื่อสารภาษาอังกฤษกับชาวต่างชาติ ในเขต อำเภอเมือง จังหวัดเพชรบูรณ์
4. นำแบบสอบถามที่สร้างเสร็จแล้ว นำไปให้ผู้เชี่ยวชาญซึ่งพิจารณาจากความเชี่ยวชาญด้านภาษาอังกฤษ ค่าทางคณิตศาสตร์ และการวิจัย พิจารณาตรวจสอบคุณภาพความเที่ยงตรงของเครื่องมือ หาความครอบคลุมของเนื้อหา ความถูกต้องของการใช้ภาษา และความเหมาะสมของแบบสอบถาม เพื่อนำมาปรับปรุงแก้ไข
5. นำผลการพิจารณาจากผู้เชี่ยวชาญทั้ง 3 ท่าน มาหาค่าดัชนีความสอดคล้องระหว่างข้อคำถามกับนิยามศัพท์ (Index of Item Objective Congruence: IOC) และข้อคำถามที่มีค่าดัชนีความสอดคล้องตั้งแต่ 0.5 ขึ้นไป ผลปรากฏว่าข้อคำถามใช้ได้ทุกข้อโดยมีค่าสัมประสิทธิ์ความสอดคล้องอยู่ระหว่าง 0.6 – 1.00
6. การหาค่าอำนาจจำแนก (Discrimination) และความเชื่อมั่น (Reliability) ของแบบสอบถามผู้วิจัยได้ดำเนินการ ดังนี้
6.1 นำแบบสอบถามมาปรับปรุงแก้ไข ตามข้อเสนอแนะของผู้เชี่ยวชาญ แล้วนำแบบสอบถามที่ปรับปรุงแล้ว นำไปทดลองใช้ (Try Out) กับนักเรียนชั้นมัธยมศึกษาปีที่ 6 ที่มีต่อการสื่อสารภาษาอังกฤษกับชาวต่างชาติ ในเขต อำเภอเมือง จังหวัดเพชรบูรณ์ จำนวน 40 คน
6.2 นำแบบสอบถาม 1 ฉบับ มาหาค่าวามเชื่อมั่นของแบบสอบถาม (Reliability) โดยหาค่าสัมประสิทธ์แอลฟา (Coefficient Alpha) ของครอนบาค (Cronbach. 1990: 202-204) และพิจารณาตามเกณฑ์ของ Jump (1978) ที่ระบุว่าเมื่อแบบสอบถามเชิงสำรวจมีค่า α มากกว่าและเท่ากับ 0.7 เป็นแบบสอบถามที่มีความน่าเชื่อถือสูง ซึ่งสามารถจำแนกเป็นแบบสอบถามสำหรับนักเรียนได้ดังนี้
6.2.1 แบบสอบถามสำหรับนักเรียน 2 ด้าน มีข้อคำถามทั้งหมด 38 ข้อ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .848 เมื่อพิจารณารายด้าน พบว่า 1) ด้านทักษะภาษาอังกฤษเพื่อการสื่อสารของนักเรียน มีข้อคำถาม 21 ข้อ มีค่าความเชื่อมั่น .864 2) ด้านลักษณะและวิธีการสื่อภาษาอังกฤษของชาวต่างชาติ มีข้อคำถาม 17 ข้อ มีค่าความเชื่อมั่น .636
7. นำแบบสอบถามที่ผ่านการตรวจสอบคุณภาพแล้ว นำไปเก็บข้อมูลกับกลุ่มตัวอย่างในการวิจัย
