สหประชาชาติได้เสนอแนวทางแก้ปัญหาประชากรเพิ่มไว้ 4 แนวทาง และให้มีการรณรงค์
อย่างต่อเนื่องดังนี้

1.การวางแผนครอบครัว เพื่อลดอัตราการเพิ่มของประชากร ลงด้วยการรณรงค์อย่างจริงจัง
โดยชี้แจงความจำเป็นและความ สำคัญของการวางแผนครอบครัวและวิธีการที่ถูกต้องโดยมีกองทุนให้การ
สนับสนุน การวางแผนครอบครัวที่นิยมใช้กันในหลายประเทศ ได้แก่ การคุมกำเนิดแบบธรรมชาติ การกินยา
การใส่ห่วงอนามัย และการทำหมัน
2.การให้การศึกษาแก่ประชาชน ทั้งในระบบโรงเรียนและประชาชนทั่วไป
3.การพัฒนาทางเศรษฐกิจและเทคโนโลยี โดยการนำเทคโนโลยีเข้ามาผลิตทั้งเครื่องอุปโภค
บริโภคให้เพียงพอต่อการเพิ่มของประชากร
4.การใช้มาตรการทางกฎหมาย เช่น ออกกฎหมายกำหนดให้มีบุตรได้ไม่เกิน 1 คนหรือ 2 คน
หากไม่ปฏิบัติตามจะมีการตัดสิทธิบางประการ หรือต้องเสียภาษีสูงกว่าธรรมดา
