การที่จะทำให้บุคคลในสังคมเกิดกระบวนการเรียนรู้ได้อย่างเป็นระบบและเป็นไปอย่างที่ควรจะเป็น โดยใช้หลักปรัชญาพิพัฒนาการนิยม ที่มุ่งเน้นและให้ความสำคัญต่อการเปลี่ยนแปลงในด้านต่างๆของมนุษย์ ซึ่งสามารถสรุปได้เป็น 13 หลักการ ดังที่ปรากฏอยู่ในนโยบายส่งเสริมการศึกษาตลอดชีวิตของประเทศไทย ดังนี้
1) หลักความจำเป็น คือ ต้องทำ ให้ทุกคนตระหนักว่าการศึกษาตลอดชีวิตเป็นงานจำเป็นสำหรับชีวิตของคนทุกคน
2) หลักความเชื่อมั่น ต้องเชื่อมั่นว่า บุคคลสามารถเรียนรู้ได้ตลอดชีวิต ไม่ว่าจะอยู่ในวัยใด
3) หลักความครอบคลุม การศึกษาตลอดชีวิตครอบคลุมการศึกษาทุกประเภท ทุกระดับ
4) หลักความเสมอภาค ประชาชนทุกคนควรได้รับโอกาสทางการศึกษาอย่างทั่วถึงและเสมอภาคกันทุกรูปแบบ โดยปราศจากข้อจำ กัดในเรื่องเพศ อายุ ร่างกาย สติปัญญา อาชีพ พื้นฐานการศึกษา ฐานะทางเศรษฐกิจและสังคม
5) หลักการผสมผสาน ในแต่ละช่วงอายุ บุคคลควรได้รับการศึกษาหลายรูปแบบผสมผสานกัน เพื่อการพัฒนาได้เต็มตามศักยภาพ
6) หลักการเทียบโอน ควรให้มีการเทียบโอนหลักฐานการศึกษาหรือการเรียนรู้กันได้ทั้งในการศึกษาประเภทเดียวกัน และระหว่างการศึกษาทั้งสามประเภท เพื่อให้บุคคลมีโอกาสศึกษาต่อเนื่องตลอดชีวิต และสามารถเลือกเรียนด้วยการศึกษาประเภทใดก็ได้ตามความต้องการ
7) หลักความหลากหลายและเป็นประชาธิปไตย ควรจัดบริการการศึกษาที่หลากหลาย มีสาขาวิชาและกิจกรรมให้ผู้เรียนได้เลือกเรียนและฝึกฝนอย่างอิสระตามความต้องการ ความสนใจ และความถนัดของแต่ละบุคคล
8) หลักความยืดหยุ่น สร้างความยืดหยุ่นในกฎเกณฑ์ระเบียบต่าง ๆ ทั้งในประเด็นของวิธีการ เวลา และสถานที่
9) หลักความต่อเนื่อง การจัดการศึกษาตลอดชีวิตควรจัดอย่างต่อเนื่อง สม่ำเสมอมีแหล่งการเรียนรู้บริการโดยสนองความประสงค์ของผู้เรียนได้เพียงพอ การเรียนรู้ควรเกิดขึ้นได้ทุกเวลา ทุกสถานที่
10) หลักความกลมกลืนและสัมพันธ์กับชีวิต ควรจัดการศึกษาให้สัมพันธ์โดยตรงและกลมกลืนกับการดำ เนินชีวิตของบุคคลและชุมชน เพื่อให้ทุกคนตระหนักชัดว่า การเรียนรู้เป็นส่วนหนึ่งของวิถีชีวิต
11) หลักในการแสวงหาความรู้ กระบวนการเรียนรู้มุ่งให้ความสำคัญแก่ตัวผู้เรียนหรือบุคคลเป็นหลัก จึงส่งเสริมให้แต่ละบุคคลพัฒนาเต็มศักยภาพ ให้กำหนดหรือเลือกวิธีการเรียนรู้ที่เหมาะสมกับตนเอง และรู้วิธีแสวงหาความรู้ที่ถูกต้องเหมาะสม
12) หลักความสำคัญของครอบครัวและชุมชน ครอบครัวและชุมชนเป็นแหล่งการเรียนรู้ที่สำคัญ ทั้งด้านวัฒนธรรม ประเพณี และวิถีชีวิต
