เมื่อวันจันทร์ที่ ๓๐ พฤษภาคม ๒๕๕๙ เวลา ๑๐.๓๐ น. พลเอก ไพบูลย์ คุ้มฉายา รัฐมนตรีว่าการกระทรวงยุติธรรม และH.E. Paul Robilliard เอกอัครราชทูตเครือรัฐออสเตรเลีย ประจำประเทศไทย ร่วมกันเป็นประธานและสักขีพยานในพิธีลงนามบันทึกความเข้าใจว่าด้วยความร่วมมือในการต่อต้านอาชญากรรมข้ามชาติและการพัฒนาความร่วมมือระหว่างสำนักงาน ป.ป.ส. แห่งราชอาณาจักรไทยและสำนักงานตำรวจสหพันธ์ออสเตรเลีย และข้อตกลงการจัดตั้งหน่วยปฏิบัติการเฉพาะกิจร่วมด้านการปราบปรามยาเสพติดและอาชญากรรมข้ามชาติ (Taskforce Storm) เพื่อเสริมสร้างความร่วมมือในด้านการปราบปรามยาเสพติดและสารตั้งต้น และการแลกเปลี่ยนข้อมูลข่าวสารด้านการต่อต้านอาชญากรรมข้ามชาติ ณ ห้องประชุมชิดชัย วรรณสถิตย์ ชั้น ๓ อาคาร ๒ สำนักงาน ป.ป.ส.
รัฐมนตรีว่าการกระทรวงยุติธรรม กล่าวว่า ตนมีความยินดีเป็นอย่างยิ่งที่สำนักงานตำรวจสหพันธ์ออสเตรเลียให้เกียรติและเล็งเห็นถึงความสำคัญของความร่วมมือระหว่างประเทศไทยกับประเทศออสเตรเลีย เพื่อร่วมกันแก้ไขปัญหายาเสพติดและอาชญากรรมข้ามชาติ เนื่องจากปัญหาดังกล่าวนั้นไม่สามารถแก้ไขได้โดยลำพังเพียงหน่วยงานใดหน่วยงานหนึ่ง หรือประเทศใดเพียงประเทศเดียวเท่านั้น นอกจากนี้แล้ว การสนับสนุนแลกเปลี่ยนข้อมูลระหว่างประเทศในด้านการข่าว การแลกเปลี่ยนความรู้และเพิ่มพูนทักษะในการปราบปราม และการป้องกันระหว่างกัน จะเป็นหนทางสำคัญในการแก้ไขปัญหายาเสพติดและอาชญากรรมที่ประสบผลสำเร็จ และสามารถควบคุมไม่ให้สร้างความเดือดร้อนกับประชาชนได้อีก ทั้งนี้ ประเทศไทยและสหพันธ์ออสเตรเลีย มีความร่วมมือในด้านดังกล่าวมาก่อนหน้านี้อย่างยาวนาน ซึ่งการลงนามบันทึก
