การเจรจาเพื่อการทำข้อตกลงระหว่างประเทศก็ย่อมมีจุดประสงค์หลักเพื่อการขยายตัวของการส่งออกไปสู่ตลาดภายใต้ข้อตกลง การที่จะบรรลุวัตถุประสงค์ดังกล่าวจำเป็นต้องทราบว่ามีสินค้ารายการใดบ้างที่ประเทศไทยมีความสามารถในการแข่งขันสูงมากเพียงพอที่จะมั่นใจได้ว่าสามารถเจาะตลาดใหม่ได้ และในขณะเดียวกันก็สามารถที่จะแข่งขันกับสินค้าชนิดเดียวกันที่นำเข้าจากต่างประเทศ
