คู่มือการรับบริการยื่นขอตรวจสอบรับรองคุณสมบัติถิ่นกำเนิดสินค้า

1 . สินค้าที่ตรวจสอบ
1.1 สินค้าตามพิกัดศุลกากรตอนที่ 01 ถึงตอนที่ 24 (สินค้าเกษตรและเกษตรแปรรูป) ผู้ประกอบการสามารถยื่นแบบขอรับการตรวจคุณสมบัติของสินค้าทางด้านถิ่นกำเนิด เพื่อขอใช้สิทธิพิเศษทางด้านภาษีศุลกากร พร้อมกับการยื่นขอหนังสือรับรองถิ่นกำเนิดได้
1.2 สินค้าตามพิกัดอัตราศุลกากรตอนที่ 25 ถึงตอนที่ 97 (สินค้าอุตสาหกรรม) ผู้ประกอบการจะต้องยื่นแบบขอรับการตรวจคุณสมบัติของสินค้าทางด้านถิ่นกำเนิด ก่อนการยื่นขอหนังสือรับรองถิ่นกำเนิดสินค้า

2. วิธีการยื่นขอตรวจสอบคุณสมบัติถิ่นกำเนิดสินค้า
2.1 สินค้าตามพิกัดอัตราศุลกากรตอนที่ 01 ถึงตอนที่ 24 (สินค้าเกษตรและเกษตรแปรรูป) ผู้ประกอบการสามารถยื่นตรวจสอบผ่านทางระบบปกติ (Manual) โดยใช้แบบขอรับการตรวจคุณสมบัติฯตามประกาศกรมการค้าต่างประเทศ เรื่อง แบบขอรับการตรวจคุณสมบัติของสินค้าทางด้านถิ่นกำเนิดเพื่อขอใช้สิทธิพิเศษทางด้านภาษีศุลกากร (ฉบับที่ 2) พ.ศ. 2549 ลงวันที่ 8 มิถุนายน 2549 สำหรับกรณีส่งสินค้าตามพิกัดอัตราศุลกากรตอนที่ 01 ถึงตอนที่ 24 ไปประเทศญี่ปุ่น สามารถยื่นแบบขอรับการตรวจคุณสมบัติของสินค้าทางด้านถิ่นกำเนิดเพื่อขอใช้สิทธิพิเศษทางด้านภาษีศุลกากรพร้อมกับการยื่นขอหนังสือรับรองถิ่นกำเนิดสินค้า ตามประกาศกรมการค้าต่างประเทศ เรื่อง การออกหนังสือรับรองถิ่นกำเนิดสินค้าตามความตกลงระหว่างราชอาณาจักรไทยและญี่ปุ่นสำหรับความเป็นหุ้นส่วนทางเศรษฐกิจ พ.ศ. 2550 ลงวันที่ 26 ตุลาคม 2550
2.2 สินค้าตามพิกัดอัตราศุลกากรตอนที่ 25 ถึงตอนที่ 97 (สินค้าอุตสาหกรรม) ผู้ประกอบการสามารถยื่นตรวจสอบผ่านทางระบบปกติ (Manual) หรือผ่านทางอินเตอร์เน็ต (Internet)
2.2.1 กรณียื่นตรวจสอบผ่านทางระบบปกติ (Manual) ให้ใช้แบบขอรับการตรวจคุณสมบัติฯ ตามประกาศกรมการค้าต่างประเทศ เรื่อง แบบขอรับการตรวจคุณสมบัติของสินค้าทางด้านถิ่นกำเนิดเพื่อขอใช้สิทธิพิเศษทางด้านภาษีศุลกากร พ.ศ. 2548 ลงวันที่ 20 ตุลาคม 2548 สำหรับสินค้าสิ่งทอตามพิกัดอัตราศุลกากรตอนที่ 50 ถึงตอนที่ 63 ให้ใช้คำขอรับการตรวจคุณสมบัติทางด้านถิ่นกำเนิดของสินค้าสิ่งทอที่จะขอหนังสือรับรองแบบเอ (FORM A) ตามประกาศกรมการค้าต่างประเทศ เรื่อง การตรวจ คุณสมบัติทางด้านถิ่นกำเนิดของสินค้าสิ่งทอที่จะขอหนังสือรับรองแบบเอ (FORM A) พ.ศ. 2548 ลงวันที่ 21 มิถุนายน 2548
2.2.2 กรณียื่นตรวจสอบผ่านทางอินเตอร์เน็ต (Internet) ให้ใช้แบบคำรับรองข้อมูลการผลิต สินค้าถูกต้องตามหลักเกณฑ์ถิ่นกำเนิดสินค้าที่พิมพ์ออกจากระบบดังกล่าว

สำหรับขั้นตอนการลงทะเบียนเพื่อขอรับรหัสผู้ใช้และรหัสผ่าน (User Name/Password) เพื่อขอใช้ระบบบริการตรวจรับรองถิ่นกำเนิดสินค้าทางอินเตอร์เน็ต มีดังนี้
1. เข้าเว็บไซต์กรมการค้าต่างประเทศที่ www.dft.go.th
2. คลิก “เข้าสู่หน้าแรกเว็บไซต์”
3. เลือกแบนเนอร์ “e-foreign Trade”
4. เลือกแบนเนอร์ “ตรวจถิ่นกำเนิดสินค้า” เพื่อเข้าสู่ระบบบริการตรวจและรับรองถิ่นกำเนิดสินค้า
5. เมื่อปรากฏหน้าจอ “There is a problem with this website’s security certificate” ให้คลิก “Continue
To this website (not recommended) หรือหากหน้าจอปรากฏ “Security Alert” ให้คลิก “Yes”
6. เลือกแท็บ “ลงทะเบียนใหม่”
7. พิมพ์รายละเอียดข้อมูลคำขอลงทะเบียนในช่องที่มีเครื่องหมายดอกจันสีแดง ตามรายละเอียด ดังนี้
7.1 เลือก “ประเภทธุรกิจ” โดยเลือกจากปุ่มลูกศรลง
7.2 พิมพ์ “ชื่อภาษาไทย” ของบริษัท โดยไม่ต้องพิมพ์คำนำหน้าชื่อ
7.3 พิมพ์ “ชื่อภาษาอังกฤษ” ตามที่ใช้จริง
7.4 พิมพ์ “เลขประจำตัวผู้เสียภาษี” ของบริษัท
7.5 พิมพ์ “เลขทะเบียนนิติบุคคล” ของบริษัท
7.6 พิมพ์ “เลขทะเบียนโรงงาน” ของบริษัท (กรณีที่เป็นผู้ผลิตสินค้า)
7.7 พิมพ์ “ที่อยู่” ที่เป็นที่ตั้งสำนักงานใหญ่ โดยไม่ต้องพิมพ์ตำบล อำเภอ และจังหวัด
7.8 เลือก “จังหวัด” ก่อน จากปุ่มลูกศรลง
7.9 เลือก “อำเภอ” จากปุ่มลูกศรลง
7.10 เลือก “ตำบล” จากปุ่มลูกศรลง
7.11 เลือก “ประเภทผู้ประกอบการ” จากปุ่มลูกศรลง
7.12 พิมพ์ชื่อ – นามสกุล เลขบัตรประจำตัวประชาชนและตำแหน่ง ของผู้มีอำนาจลงนามผูกพัน บริษัทตามที่ระบุในหนังสือรับรองนิติบุคคล หรือผู้รับมอบอำนาจให้ลงนามแทนได้ แล้ว คลิก “ตกลง” ถ้าลงนามมากกว่า 1 ท่าน ให้ทำขั้นตอนนี้จนครบจำนวนผู้ลงนาม
8. คลิก “บันทึก” จะมีข้อความคำรับรองปรากฏขึ้นมา
9. คลิก “ตกลง” เพื่อยืนยันคำรับรอง
10. คลิกที่รูปเครื่องพิมพ์ เพื่อพิมพ์ “คำขอลงทะเบียน” และ “คำรับรอง”
11. ลงนามในเอกสารทั้งสองฉบับ แล้วนำมายื่นที่สำนักบริหารการนำเข้า พร้อมเอกสารประกอบเพื่อขอรับรหัสผู้ใช้และรหัสผ่าน (User Name/Password)

เอกสารที่นำมายื่นขอรับรหัสผู้ใช้และรหัสผ่าน (User Name/Password) มีดังนี้
1. แบบคำขอลงทะเบียนเป็นผู้ขอสิทธิพิเศษทางภาษีศุลกากร
2. คำรับรองของผู้ใช้ระบบบริการตรวจรับรองถิ่นกำเนิดสินค้าผ่านระบบ Internet และ XML กับกรมการค้าต่างประเทศ
3. สำเนาหนังสือรับรองการจดทะเบียนนิติบุคคล (อายุไม่เกิน 6 เดือน)
4. สำเนาใบทะเบียนภาษีมูลค่าเพิ่ม (ภ.พ. 20)
5. สำเนาใบอนุญาตประกอบกิจการโรงงาน (กรณีเป็นผู้ผลิต)
6. หนังสือมอบอำนาจให้ยื่นและรับรหัสผู้ใช้และรหัสผ่าน พร้อมสำเนาบัตรประจำตัวประชาชนของ ผู้มอบอำนาจและผู้รับมอบอำนาจ

3. ระยะเวลาดำเนินการ
3.1 การตรวจคุณสมบัติฯผ่านทางระบบปกติ (Manual) ระยะเวลาดำเนินการแล้วเสร็จ ภายใน 3 วันทำการต่อคำขอ 1 ฉบับ
3.2 การตรวจคุณสมบัติฯผ่านทางอินเตอร์เน็ต (Internet) ระยะเวลาดำเนินการแล้วเสร็จ ภายใน 30 นาทีต่อคำขอ 1 ฉบับ

4. สถานที่ยื่นตรวจสอบ
4.1 ส่วนกลาง
4.1.1 การยื่นแบบตรวจสอบคุณสมบัติฯผ่านทางระบบปกติ (Manual) ให้ยื่นได้ที่เคาน์เตอร์- เซอร์วิส ชั้น 3 สำนักบริการการค้าต่างประเทศ กรมการค้าต่างประเทศ
4.1.2 การส่งข้อมูลผ่านทางอินเตอร์เน็ต ให้ยื่นคำรับรองข้อมูลการผลิตสินค้าได้ที่ สำนัก-บริหารการนำเข้า ชั้น 5 กรมการค้าต่างประเทศ
4.2 ส่วนภูมิภาค
ให้ยื่นที่สำนักงานการค้าต่างประเทศในส่วนภูมิภาค 9 แห่ง ดังนี้
4.2.1 สำนักงานการค้าต่างประเทศ เขต 1 (เชียงใหม่)
4.2.2 สำนักงานการค้าต่างประเทศ เขต 2 (หาดใหญ่)
4.2.3 สำนักงานการค้าต่างประเทศ เขต 3 (ชลบุรี)
4.2.4 สำนักงานการค้าต่างประเทศ เขต 4 (สระแก้ว)
