เดินหน้าปรับโครงสร้าง "สพธอ." รับภารกิจหนุน "ดิจิทัลอีโคโนมี" แยกเป็น 2 สำนักงานใหม่ดูแลงานด้าน "นิติเวชไซเบอร์-ธุรกรรมทางอิเล็กทรอนิกส์" ยกสถานะ "ไทยเซิร์ต" ขึ้นเป็น "NCSA" ผุด "หน่วยธุรการคุ้มครองข้อมูลส่วนบุคคล" จับมือ "สมาคมอีคอมเมิร์ซ" ตั้ง ศูนย์รับร้องเรียนออนไลน์เต็มรูปแบบ ประเดิมพัฒนาระบบมาตรฐานอิเล็กทรอนิกส์ส่งออก "อ้อย-น้ำตาล" รับมือข้อตกลงการค้าระหว่างประเทศ
นางสุรางคณา วายุภาพ ผู้อำนวยการสำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์ (องค์การมหาชน) หรือ สพธอ. เปิดเผย "ประชาชาติธุรกิจ" ว่า อยู่ระหว่างเตรียมปรับโครงสร้างใหม่หลังชุดกฎหมายเศรษฐกิจดิจิทัลมีผลบังคับใช้ในปลาย 2558 นี้ ซึ่ง ส่งผลให้ สพธอ. ต้องแยกออกเป็น 2 องค์กร
ปรับโครงสร้างตั้ง 2 หน่วยงาน
โดยต้องแยกไทยเซิร์ต ThaiCERT หรือศูนย์ประสานการรักษาความมั่นคงปลอดภัยระบบคอมพิวเตอร์ประเทศไทย ออกจาก สพธอ. แล้วตั้งเป็นสำนักงานคณะกรรมการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ (NCSA) เป็นหน่วยงานรัฐที่ไม่ใช่ส่วนราชการและรัฐวิสาหกิจ มีบอร์ดกำกับดูแลและขึ้นตรงกับนายกรัฐมนตรี มีหน้าที่ ดูแลด้านไซเบอร์ซีเคียวริตี้และวิเคราะห์เก็บหลักฐานทางดิจิทัลเพื่อประกอบการดำเนินคดี คล้ายสถาบันนิติวิทยาศาสตร์ แต่เป็นคดีทางไซเบอร์ เพื่อให้ตำรวจดำเนินคดีเหล่านี้ต่อไปได้
และในสำนักงาน NCSA ยังแยกบุคลากรตั้งเป็นหน่วยงานธุรการรองรับการทำงานของคณะกรรมการคุ้มครองข้อมูลส่วนบุคคล (National Data Protection : NDPC) ซึ่งตั้งขึ้นตาม พ.ร.บ.คุ้มครองข้อมูล ส่วนบุคคล และขึ้นตรงกับรัฐมนตรีดิจิทัลฯ ทำหน้าที่ประสานงานให้คำปรึกษากับ หน่วยงานต่าง ๆ กำหนดหลักสูตร ฝึกอบรมการปฏิบัติหน้าที่ของผู้ควบคุมข้อมูลส่วนบุคคลตาม พ.ร.บ. รวมถึงติดตามและประเมินผลการปฏิบัติตาม พ.ร.บ.
สำหรับหน่วยงานที่เหลือใน สพธอ. จะกลายเป็นสำนักงานพัฒนาธุรกรรมทางอิเล็กทรอนิกส์แห่งชาติ (NETDA) ซึ่งภารกิจตาม พ.ร.บ.ใหม่เน้นที่การพัฒนามาตรฐานรองรับธุรกรรมทางอิเล็กทรอนิกส์
นางสุรางคณากล่าวว่า เดิม สพธอ.มีหน้าที่ส่งเสริมธุรกรรมอิเล็กทรอนิกส์ 3 ด้าน คือ การพัฒนามาตรฐาน ทั้งมาตรฐานธุรกรรมทางอิเล็กทรอนิกส์, อีเพย์เมนต์ และไซเบอร์ซีเคียวริตี้ เพื่อสร้างความมั่นใจในการทำธุรกรรมทางอิเล็กทรอนิกส์ของภาครัฐและเอกชน ที่ผ่านมาได้สร้างมาตรฐานร่วมกับธนาคารแห่งประเทศไทย (ธปท.) และหลายองค์กรเพื่อให้เกิดรูปแบบธุรกรรมอิเล็กทรอนิกส์ที่แท้จริงและเชื่อมต่อข้อมูลระหว่าง หน่วยงานได้ อาทิ มาตรฐานกลางข้อความการชำระเงินทางอิเล็กทรอนิกส์ เป็นต้น ซึ่ง ทุกธนาคารกำลังปรับปรุงกระบวนการทำงานของตนเองให้เข้าสู่มาตรฐานเดียวกัน คาดว่าภายใน 1-2 ปีจะเห็นได้ชัด
พัฒนาระบบส่งออก "อ้อย-น้ำตาล"

"ที่ผ่านมา สพธอ.จัดอบรมหลักสูตรด้านไซเบอร์ซีเคียวริตี้ให้หลายหน่วยงาน มีการเปิดอบรมในรูปแบบ Open Forum ทางวิชาการมาแล้วหลายครั้ง ทำให้ได้เจอคนรุ่นใหม่ที่มีแววจะปั้นต่อให้กลายเป็นผู้เชี่ยวชาญได้จำนวนหนึ่งแล้ว"
สพธอ.ยังมีงานเร่งด่วนคือการพัฒนาระบบมาตรฐานทางอิเล็กทรอนิกส์สำหรับการส่งออกอ้อยและน้ำตาล (Electronic Document Exchange System) ให้เสร็จใน 3 เดือน เพื่อให้กระบวนการส่งออกแบบอิเล็กทรอนิกส์ถูกต้องตามมาตรฐานที่ได้ทำข้อตกลงกับองค์กรระหว่างประเทศ
"ที่ผ่านมาการส่งออกของไทยยังไม่ได้ทำในรูปแบบอิเล็กทรอนิกส์อย่างแท้จริง คือให้มีการส่งคำขอทางออนไลน์ไปก่อนแล้วค่อยส่งเอกสารกระดาษตามไป เพราะการส่งออกทำในรูปแบบอิเล็กทรอนิกส์อย่างแท้จริงต้องได้รับความร่วมมือจากหลายหน่วยงาน ตั้งแต่การตรวจคุณภาพสินค้า การขออนุญาตส่งออก จึงเริ่มที่อุตสาหกรรมอ้อยและน้ำตาลก่อน เพราะทุกฝ่ายพร้อมใจให้ความร่วมมือ ขณะนี้จะเห็นได้ว่าบรรดาข้อตกลงทางการค้าระหว่างประเทศทั้งหลายกำลังสำแดงฤทธิ์ ทั้งเรื่องการบิน, ประมง จึงต้องเร่งปรับปรุง เพื่อไม่ให้ปัญหาลามมาถึงภาคเกษตร โดยตั้งเป้าว่าใน 1 ปี กระบวนการทั้งหมดตั้งแต่ขออนุญาตตั้งโรงงานจนถึงส่งออกต้องเป็นอิเล็กทรอนิกส์อย่างครบวงจรและรองรับพ.ร.บ.อำนวยความสะดวกให้ประชาชนที่จะมีผลบังคับใช้ ก.ค.นี้"
