การศึกษาเชิงสำรวจ (survey research) โดยใช้แบบสอบถามที่ผู้ศึกษาได้สร้างขึ้นเพื่อการเก็บรวบรวมข้อมูลให้ผู้ตอบเป็นผู้อ่านคำถามและกรอกคำตอบด้วยตัวเองโดยแบ่งแบบสอบถามออกเป็น 2 ส่วน ดังนี้
ส่วนที่ 1 ข้อมูลปัจจัยส่วนบุคคล เป็นแบบสอบถามข้อมูลเกี่ยวกับ เพศ อายุ วุฒิการศึกษา ตำแหน่ง รายได้ต่อเดือนและอายุการปฏิบัติงาน
ส่วนที่ 2 แบบสอบถาม สอบถามเกี่ยวกับขีดความสามารถของบุคลากรทั้ง 4 ด้าน ได้แก่ ความสามารถในการรับงาน ความสามารถในการทำงานได้หลากหลาย ศักยภาพในการทำงาน ด้านขีดความสามารถในการปฏิบัติงาน
