งานวิจัยที่เกี่ยวข้องกับการดัดแปลงพันธุกรรมในพืช สัตว์ และจุลินทรีย์ จะต้องผ่านการประเมินความปลอดภัยทางชีวภาพในระดับการทดลอง จากคณะกรรมการความปลอดภัยทางชีวภาพระดับสถาบัน (Institutional Biosafety Committee หรือ IBC) โดยแนบหนังสือหรือเอกสารเพื่อยืนยันความเห็นชอบจากคณะกรรมการฯ มาด้วย เพื่อแสดงให้เห็นว่าข้อเสนอโครงการดังกล่าวผ่านการประเมินความปลอดภัยทางชีวภาพจากคณะกรรมการฯ เรียบร้อยแล้ว

ทั้งนี้หากข้อเสนอโครงการอยู่ระหว่างการประเมินความปลอดภัยทางชีวภาพและไม่สามารถส่งเอกสารมาพร้อมกับข้อเสนอโครงการ สามารถส่งเพิ่มเติมหลังจากส่งข้อเสนอโครงการให้สำนักงานฯ เรียบร้อยแล้ว
