บทคัดย่อ
การวิจัยเรื่องบทบาทฝ่ายสวัสดิการสังคม กองส่งเสริมคุณภาพชีวิตขององค์การบริหารส่วนจังหวัดสงขลาในการฟื้นฟูคุณภาพชีวิตผู้ประสบภัยพิบัติกรณีฉุกเฉิน(อัคคีภัย-วาตภัย) เป็นการวิจัยเชิงคุณภาพซึ่งมีวัตถุในการศึกษาคือ (1).เพื่อศึกษาถึงด้านความเสียหายจากภัยพิบัติ(อัคคีภัย-วาตภัย)และการจัดบริการสวัสดิการสังคมและการสงเคราะห์ผู้ประสบภัยของฝ่ายสวัสดิการสังคมกองส่งเสริมคุณภาพชีวิตขององค์การบริหารส่วนจังหวัดสงขลา.(2).เพื่อศึกษาการดำเนินงานตามยุทธศาสตร์การพัฒนาและฟื้นฟูคุณภาพชีวิตผู้ประสบภัยพิบัติจากอัคคีภัยและวาตภัยของฝ่ายสวัสดิการสังคมกองส่งเสริมคุภาพชีวิตขององค์การบริหารส่วนจังหวัดสงขลา (3).เพื่อเป็นแนวทางในการฟื้นฟูและพัฒนาคุณภาพชีวิตของผู้ประสบภัยพิบัติจากอัคคีภัยและวาตภัยของฝ่ายสวัสดิการสังคมกองส่งเสริมคุณภาพชีวิตขององค์การบริหารส่วนจังหวัดสงขลา ขอบเขตด้านประชากรคือผู้ที่ได้รับความเดือดร้อนและความเสียหายจากเหตุการณ์ภัยพิบัติ(อัคคีภัย-วาตภัย) จำนวน 15 ครัวเรือน 35 คน ใน 8 อำเภอจาก 16 อำเภอของจังหวัดสงขลา โดยสุ่มตัวอย่างแบบเฉพาะเจาะจง (Purposive Sample) ใช้วิธีถามตอบโดยผู้วิจัยเป็นผู้บันทึกข้อมูล เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามแนวทางการฟื้นฟูคุณภาพชีวิตผู้ประสบภัยพิบัติ (อัคคีภัย-วาตภัย) ด้านข้อมูลพื้นฐาน ด้านความเสียหาย ด้านความต้องการความช่วยเหลือจากหน่วยงานของรัฐ และด้านความพึงพอใจต่อการให้บริการจากเจ้าหน้าที่ขององค์การบริหารส่วนจังหวัดสงขลา การวิเคราะห์ข้อมูลโดยจะทำการวิเคราะห์จากเอกสาร การสัมภาษณ์ในลักษณะการพรรณนา สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ
ผลการวิจัยพบว่า แนวทางการฟื้นฟูคุณภาพชีวิตผู้ประสบภัยพิบัติกรณีฉุกเฉิน(อัคคีภัย-วาตภัย)
มีความเสียหายและผลกระทบจากเหตุการณ์ที่เกิดขึ้นแก่ผู้ประสบภัยเรียงลำดับดังนี้ ด้านที่อยู่อาศัยประจำ ร้อยละ 77.1 รองลงมาคือด้านเครื่องนุ่งห่ม ร้อยละ 71.4 ด้านสิ่งของในการดำรงชีพ ร้อยละ 65.7 ด้านเครื่องมือประกอบอาชีพร้อยละ 60.0 ยานพาหนะเสียหายร้อยละ 51.4 ด้านรายได้ร้อยละ 45.7 ด้านสถานประกอบการเสียหายร้อยละ 14.3 ด้านผู้บาดเจ็บหรือเสียชีวิตร้อยละ 0.2 ความพึงพอใจต่อการให้บริการและการดำเนินงานของเจ้าหน้าที่ด้านการดำเนินงานร้อยละ 71.42 ซึ่งอยู่ในเกณฑ์ “ดี” ด้านการบริการร้อยละ 65.71 ซึ่งอยู่ในเกณฑ์ “ปานกลาง” ด้านการช่วยเหลือต่างๆร้อยละ 60.0 ซึ่งอยู่ในเกณฑ์ “ปานกลาง” ด้านระยะเวลาการดำเนินงานร้อยละ 54.28 ซึ่งอยู่ในเกณฑ์ “ปานกลาง” การเข้าถึง/เข้าใจร้อยละ 51.42 ซึ่งอยู่ในเกณฑ์ “ปานกลาง” และความต้องการด้านการช่วยเหลือจากหน่วยงานของรัฐและท้องถิ่น คือ 1.ด้านที่อยู่อาศัยและเงินสนับสนุน 2.ด้านการจัดการความเสี่ยงของชุมชนต่อภัยพิบัติ 3.ด้านการสร้างความเข้มแข็งให้แก่ชุมชน 4.ด้านการแลกเปลี่ยนความรู้ระหว่างชุมชนและองค์กรต่างๆ 5.ด้านการสร้างความเข้มแข็งให้แก่ชุมชนตามลำดับ
