หลังจากที่ ครม.มีมติให้การรถไฟจัดหารถโดยสารบริการเชิงพาณิชย์ เป็นรถแบบชุด ชุดละ 13 คัน โดยมีแผนการให้บริการ 4 เส้นทางคือ
กรุงเทพ - เชียงใหม่
กรุงเทพ - อุบลราชธานี
กรุงเทพ - หนองคาย
กรุงเทพ - ชุมทางหาดใหญ่

ซึ่งในเซ็ต ประกอบด้วย
- รถ Power Car สำหรับจ่ายไฟทั้งขบวน
- รถนอนชั้น 2
- รถนอนชั้น 2 รองรับผู้พิการ
- รถเสบียง
- รถนอนชั้น 1
