ปัจจุบันเครือข่ายในการจัดการสาธารณภัยมีการพัฒนากว้างขวางมากขึ้น ซึ่งอาจแบ่งได้ดังนี้
เครือข่ายของกระทรวงมหาดไทย กรมป้องกันและบรรเทาสาธารณภัย มีเครือข่ายอาสาสมัครที่จัดตั้งขึ้นกระจายตามท้องถิ่นต่าง ทั้งระดับท้องถิ่นแห่งพื้นที่ ระดับอำเภอ ระดับจังหวัด และส่วนกลาง โดยจังหวัดเชียงใหม่มีจำนวน อปพร. จำนวน 22,322 คน ทีมกู้ชีพกู้ภัยประจำตำบล (OTOS) 2,014 คน เครือข่ายชุมชนในการจัดการภัยพิบัติโดยอาศัยชุมชนเป็นฐาน (CBDRM) จำนวน 99 แห่ง 1,547 คน มิสเตอร์เตือนภัย 2,503 คน ชุดปฏิบัติการค้นหา และกู้ภัยจังหวัดเชียงใหม่ จำนวน 100 คน และ อาสาสมัครแจ้งข่าวสาธารณภัย จำนวน 800 คน
