ความเป็นมา งานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น หรือที่นิยมเรียกกันว่า"งานไหม หรือ งานเทศกาลไหม” จัดขึ้นในครั้งแรกเมื่อปี 2522 สมัยนายชำนาญ พจนา เป็นผู้ว่าราชการจังหวัด โดยมีรองผู้ว่าราชการจังหวัดที่มีบทบาทสำคัญในการวางรากฐานการจัดงานอยู่ 2 คน คือ นายเอนก โรจน์ไพบูลย์ และนายจรินทร์ กาญจโนมัย ริเริ่มและผลักดันจนเป็นที่ยอมรับและได้รับความสนใจแพร่หลายจนทุกวันนี้ การจัดงานครั้งแรกเมื่อพฤศจิกายน 2522 ใช้ชื่อว่า "งานเทศกาลไหมขอนแก่น” เนื่องจากยังไม่ได้รวมเอาประเพณีผูกเสี่ยวมาไว้ในงาน จนมาปี 2523 ได้นำประเพณีผูกเสี่ยวเข้ามาจัดร่วมกับงานเทศกาลไหม จากการริเริ่มของนายเลื่อน รัตนมงคล ปลัดอำเภอผู้เป็นหัวหน้าประจำกิ่งอำเภอเปือยน้อยในสมัยนั้น ซึ่งพิธีผูกเสี่ยวนี้ มีการจัดอย่างเป็นทางการที่กิ่งอำเภอเปือยน้อย และจังหวัดเล็งเห็นความสำคัญในการอนุรักษ์และส่งเสริมศิลปวัฒนธรรม รวมทั้งส่งผลดีต่อการเมือง การปกครอง จึงนำมาผนวกเข้าเป็นส่วนหนึ่งของการจัดงานประจำปีของจังหวัด และให้เป็นชื่อของงานด้วย ตั้งแต่ปี 2523 เป็นต้นมา คือ "เทศกาลไหมขอนแก่น และประเพณีผูกเสี่ยว ปี 2523 ” ต่อมาในปี 2524 และปี 2525 ได้ใช้ชื่องานว่า "เทศกาลไหมขอนแก่นและพิธีผูกเสี่ยว” ซึ่งการใช้ชื่องานจะมีการเปลี่ยนอยู่เรื่อย จนปี 2526 ได้มีการพิจารณาชื่อ เหตุผล และแสดงความคิดกันว่า ชื่อที่จะใช้เป็นชื่อของงาน มีการแสดงความคิดเห็น 2 ประการ คือ 1. คำว่า "ขอนแก่น” ที่ต่อจากเทศกาลไหม น่าจะอยู่ในตำแหน่งที่แสดงความเป็นเจ้าของทั้ง "งานไหมและผูกเสี่ยว” ถ้าหากคงไว้ตามเดิมก็อาจทำให้เข้าใจว่าเทศกาลไหม เป็นของจังหวัดขอนแก่น ส่วนประเพณีผูกเสี่ยวไม่ใช่ แต่ถ้าหากจะนำไปไว้หลังคำว่า "ประเพณีผูกเสี่ยว” ก็จะทำให้มีความรู้สึกว่าชื่อของงานซึ่งยาวอยู่แล้ว ยาวขึ้นไปอีก 2. งานเทศกาลไหมนี้ "ดัง” พอสมควรแล้วและกำลังจะได้รับความสนใจเพิ่มขึ้นเรื่อยๆ ไม่จำเป็นต้องระบุว่าเป็นงานของจังหวัดใดเพียงบอกว่า "งานไหม” ก็ต้องเข้าใจทันทีว่าต้องไปขอนแก่น เป็นงานของขอนแก่น และที่สุดก็ได้ผลสรุปว่าใช้ชื่องานว่า "งานเทศกาลไหมขอนแก่นและพิธีผูกเสี่ยว” ต่อมาในปี พ.ศ. 2526 ได้เพิ่มคำว่า งานกาชาดเข้าไปด้วย จึงมีชื่องานว่า "งานเทศกาลไหมประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น” ตั้งแต่นั้นเป็นต้นมาจนปัจจุบัน พร้อมได้มีการเพิ่มวันจัดงานจากทุกปี ที่จัดเพียง 7 วัน มาเป็น 10 วันด้วย ปี 2528 ได้พิจารณางดกิจกรรมประเพณีผูกเสี่ยว เนื่องจากภาวะเศรษฐกิจ ชื่อของงานจึงเหลือเพียง "งานเทศกาลไหมและงานกาชาดจังหวัดขอนแก่น” ปี 2529 พิธีผูกเสี่ยว ได้นำกลับมาจัดเป็นหลักของงานอีก จึงใช้ชื่องานเหมือนเดิม คือ "งานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น” และใช้มาจนทุกวันนี้ ( สมัยนั้น ถ้าหากมีการถามกันว่า ชื่อของการจัดงานประเพณีประจำจังหวัด ของจังหวัดใดมีชื่อยาวที่สุด คำตอบก็จะไม่พ้น

วัตถุประสงค์หลักการจัดงาน
การจัดงานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น กำหนดตั้งแต่วันที่ 29 พฤศจิกายน – 10 ธันวาคม ของทุกปี รวม 12 วัน 12 คืนนั้น มีแนวทางการจัดงาน หรือประเด็นหลัก เน้นหนักใน 3 ประการ คือ
ประการที่ 1 งานเทศกาลไหม จะแสดงเอกลักษณ์ความสวยสดงดงามของลายผ้าไหมของชาวขอนแก่น ซึ่งถือได้ว่าเป็นแหล่งรวมผ้าไหม ที่มากและสวยที่สุดในประเทศไทย
ประการที่ 2 ประเพณีผูกเสี่ยว ถือเป็นประเพณีพื้นบ้านสืบทอดกันมานาน จนเป็นวัฒนธรรมท้องถิ่น แสดงออกถึงความรัก ความผูกพัน ประดุจพี่น้อง
ประการที่ 3 งานกาชาดจังหวัด เป็นองค์กรหลักสำคัญในการสงเคราะห์แก่ผู้ยากไร้ เป็นองค์กรที่จะส่งเสริมโอกาสทางสังคมให้กับพี่น้องประชาชน
มาปี 2544 มีการเพิ่มวันจัดงานอีก 2 วัน คือ ระหว่างวันที่ 29 พฤศจิกายน ถึง วันที่ 12 ธันวาคม 2544 รวม 14 วัน
ในปี 2546 กำหนดจัดงาน 12 วัน เช่นเดิมแต่มีการปรับเปลี่ยนวันให้เร็วขึ้น เนื่องจากจะมีพิธีเปิดศาลากลางจังหวัดขอนแก่น หลังใหม่ โดยเลื่อนวันเร็วขึ้น คือจัดระหว่างวันที่ 27 พฤศจิกายน ถึง วันที่ 8 ธันวาคม 2546 ทั้งนี้เพื่อให้มีเวลาเตรียมสถานที่ประกอบพิธี คือ สมเด็จพระเทพรัตนราชสุดาฯสยามบรมราชกุมารี เสด็จพระราชดำเนินทรงเป็นประธานประกอบพิธีเปิดอาคารศาลากลางจังหวัดขอนแก่น (หลังใหม่) อย่างเป็นทางการ ในวันที่ 12 ธันวาคม 2546 จึงมีเลื่อนการจัดงานเทศกาลไหม ประเพณีผูกเสี่ยวและงานกาชาดจังหวัดขอนแก่น ประจำปี 2546 เป็นวันที่ 27 พฤศจิกายน - 8 ธันวาคม 2546 รวมเวลาจัดงาน 12 วันเหมือนเดิม
สำหรับการนับปีการจัดงาน หากนับการจัดงานเทศกาลไหม (ไม่รวมผูกเสี่ยว) ครั้งแรกจัดเมื่อปี 2522 จนถึงปัจจุบัน (2554) รวมทั้งสิ้น 33 ปี หากนับปีที่เริ่มให้มีพิธีผูกเสี่ยวซึ่งเริ่มเมื่อปี 2523 ถึงปัจจุบัน คือ ปี 2554 จะเป็นปีที่ 30 ซึ่งการจัดงานเทศกาลไหมฯ 29 ครั้งที่ผ่านมา มีการเปลี่ยนแปลงพิธีการ มหรสพ สถานที่และการละเล่นต่างๆไปตามยุคสมัย แต่วัตถุประสงค์ของการจัดงาน ยังคงเหมือนเดิม คือ
ประการที่ 1 เพื่อเป็นการส่งเสริมอาชีพและเพิ่มพูนรายได้แก่ราษฎร
ประการที่ 2 เพื่อส่งเสริมให้มีการเพิ่มผลผลิตจากไหม และพัฒนาคุณภาพผลิตภัณฑ์ไหมให้มีมาตรฐาน เป็นที่เชื่อถือและแพร่หลายยิ่งขึ้น
ประการที่ 3 เพื่อส่งเสริมอุตสาหกรรมในครอบครัว และการผลิตสินค้าพื้นเมืองต่าง ๆ
ประการที่ 4 เผยแพร่ความรู้ วิทยาการและเทคโนโลยีสมัยใหม่ทางด้านการเกษตรอุตสาหกรรมและพาณิชย์ให้แก่เกษตรกร ผู้ประกอบการ รวมทั้งประชาชนทั่วไป
ประการที่ 5 เพื่อผดุง รักษาศิลปวัฒนธรรมพื้นบ้าน ขนบธรรมเนียมประเพณี ตลอดจนการละเล่นพื้นเมืองของภาคอีสาน
