เป็นการกำหนดระดับของทักษะว่าแบ่งออกเป็นกี่ระดับ แต่ละระดับมีคำจำกัดความว่าอย่างไร ทั้งนี้ เพื่อนำไปใช้เป็นแนวทางในการออกแบบหลักสูตรและการทดสอบ ตัวอย่างเช่น
0 ไม่มีทักษะและความรู้ในเรื่องนั้นๆเลย
1 มีทักษะแต่ยังไม่เข้าใจทฤษฎี (ปฏิบัติได้ แต่ไม่ผ่านการทดสอบข้อเขียน)
2 เข้าใจทฤษฎี แต่ปฏิบัติไม่ได้ (สอบข้อเขียนผ่าน แต่ปฏิบัติไม่ผ่าน)
3 เข้าใจทั้งทฤษฎีและสามารถปฏิบัติได้ (สอบผ่านทั้งข้อเขียนและปฏิบัติ)
4 เข้าใจทฤษฎี ปฏิบัติได้ และสอนคนอื่นได้ (ผ่านข้อเขียน ปฏิบัติได้ และผ่านการสอน)
