เมื่อสินค้ามาถึงประเทศ ผู้นำเข้าต้องยื่นใบขนสินค้า และเอกสารเกี่ยวข้องสำหรับการนำเข้ากับเจ้าหน้าที่ศุลกากร ณ ท่าที่นำเข้า การนำสินค้าเข้าประเทศไทยยังไม่ถูกกฎหมายโดยสมบูรณ์จนกระทั่งสินค้ามาถึงท่าที่นำเข้า การส่งมอบสินค้าได้รับการอนุญาตจากเจ้าหน้าที่ศุลกากร และได้ชำระภาษีอากรที่เกี่ยวข้องเรียบร้อยแล้ว ผู้นำเข้ามีความรับผิดชอบในการเตรียมสินค้าเพื่อการตรวจสอบ และปล่อยสินค้าออกจากอารักขาของศุลกากร
