ในปัจจุบันเทคโนโลยีทางด้านคอมพิวเตอร์และเครือข่าย ได้เข้ามามีบทบาทในชีวิตประจำวันเป็นอย่างมาก ทำให้พฤติกรรมการดำเนินชีวิตเปลี่ยนแปลงไป รวมถึงพฤติกรรม
ในการศึกษาค้นคว้าหาข้อมูลและการเรียนรู้ก็เปลี่ยนแปลงไปด้วยเช่นกัน ดังนั้นจึงจำเป็นอย่างยิ่ง
ที่จะต้องมีการพัฒนาการเรียนการสอนให้สอดคล้องกับเทคโนโลยีที่เปลี่ยนไปดังกล่าว
ตามพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 แก้ไขปรับปรุง พ.ศ. 2545 หมวด 3 มาตรา 15
ได้กำหนดหลักการจัดการศึกษา 3 รูปแบบ คือ การศึกษาในระบบ การศึกษานอกระบบ
และการศึกษาตามอัธยาศัย หมวด 4 มาตราที่ 22 ได้กำหนดแนวการจัดการศึกษา ให้เน้นผู้เรียน
เป็นสำคัญ (Child Center) และในหมวด 9 ได้กำหนดให้มีการใช้เทคโนโลยีเพื่อการศึกษา
ซึ่งการเรียนการสอนผ่านระบบเครือข่ายอินเทอร์เน็ต ถือว่าเป็นแนวคิดในการนำเทคโนโลยีทางด้านคอมพิวเตอร์และเครือข่ายมาใช้ในการเรียนการสอนให้สอดคล้องกับพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542 แก้ไขปรับปรุง พ.ศ. 2545 ในหมวดดังกล่าว เนื่องจากการเรียน
