นโยบายการค้าการลงทุนที่ผ่านมาไม่มียุทธศาสตร์เชิงรุก และรับที่ชัดเจน โดยเฉพาะนโยบายการค้า การลงทุนแบบแยกส่วนที่ไม่ได้มองในเชิงบูรณาการ/ครบวงจร ก่อให้เกิดปัญหาเชิงโครงสร้างที่ไม่สมดุล
โดยจะเห็นได้จาก การเร่งส่งเสริมการส่งออกโดยไม่มีจุดมุ่งเน้นที่ชัดเจน และการส่งเสริมการลงทุนเพียงเพื่อดึงดูดการลงทุนจากต่างชาติ

ในที่สุดไม่ได้ทำให้การส่งออกของไทยที่มีจุดเด่นชัดเจน ขณะเดียวกันการลงทุนก็ไม่ได้มีส่วนในการพัฒนาโครงสร้างอุตสาหกรรมในประเทศ สะท้อนให้เห็นได้จากไทยยังคงมีปัญหาการขาดดุลการค้า และการขาดดุลบัญชีเดินสะพัดเป็นระยะๆ พร้อมๆ กับผลกระทบจากปัจจัยภายนอกประเทศที่ต้องแก้ไขปัญหาวิกฤตเศรษฐกิจเฉพาะหน้าเป็นช่วงๆ
