พล.ต. วีรชน สุคนธปฏิภาค รองโฆษกประจำสำนักนายกรัฐมนตรี แถลงว่า ที่ประชุม ครม. เห็นชอบแก้ไขความตกลงว่าด้วยการข้ามแดนระหว่างรัฐ กับ 3 ประเทศเพื่อนบ้านของไทย ประกอบด้วยพม่า ลาว และกัมพูชา โดยมีสาระสำคัญ 3 ประเด็น

1. เพิ่มวัตถุประสงค์ของการข้ามแดนเพื่อเข้ามาทำงานแบบไปเช้าเย็นกลับ หรือเป็นไปตามฤดูกาลได้ เหมือนกันทั้ง 3 ประเทศ

2. เพิ่มจุดหรือพื้นที่ที่อนุญาตให้มีการผ่านแดนเพิ่มเติม สำหรับชายแดนไทย-พม่า เห็นชอบให้ครอบคลุมถึงเขตเศรษฐกิจพิเศษ มีจำนวน 4 จุด ประกอบด้วย 1. อ.แม่จัน-เมือง จ.เชียงราย สำหรับจุดผ่านแดนแม่สาย และจุดผ่านแดนท่าขี้เหล็ก 2. อ.พบพระ-แม่ระมาด จ.ตาก สำหรับจุดผ่านแดนแม่สอด-เมียวดี 3. อ.เมือง จ.กาญจนบุรี สำหรับจุดผ่านแดนบ้านพุน้ำร้อน-บ้านทิกิ และ 4. อ.เมือง จ.ประจวบคีรีขันธ์ สำหรับจุดผ่อนปรนพิเศษด่านสิงขร-บ้านบุด่อง สำหรับชายแดนไทย-ลาว ไม่มีข้อแก้ไข และชายแดนไทย-กัมพูชา เห็นควรให้ขยายจากพื้นที่อำเภอชายแดน ให้เป็นพื้นที่จังหวัดผ่านแดนทั้งจังหวัด

3. แก้ไขระยะเวลาในการพำนักในประเทศไทย สำหรับผู้เข้ามาทำงาน ให้สามารถพำนักอยู่ได้ไม่เกิน 30 วันต่อครั้งที่ขอบัตรผ่านแดน เหมือนกันทั้ง 3 ประเทศ โดยผู้ที่เข้ามาทำงานต้องผ่านการอนุญาตจากกระทรวงแรงงานของไทยแล้ว

“การแก้ไขความตกลงฯ ครั้งนี้ จะช่วยให้ชุมชนท้องถิ่นมีสภาพความเป็นอยู่ที่ดีขึ้น และช่วยแก้ไขปัญหาการขาดแคลนแรงงานในประเทศ” พล.ต. วีรชนกล่าว
