ตามที่คณะกรรมการนโยบายพลังงานแห่งชา

ตามที่คณะกรรมการนโยบายพลังงานแห่งชาติ(กพช)ในการประชุมเมื่อวันที่ 9 มีนาคม 2552 ได้เห็นชอบแนวทางการปรับปรุงนโยบายการส่งเสริมการผลิตไฟฟ้าจากพลังงานหมุนเวียน โดยกำหนดเป้าหมายปริมาณไฟฟ้ารับซื้อตามระเบียบผู้ผลิตไฟฟ้าขนาดเล็ก(Small Power Producer: SPP) และผู้ผลิตไฟฟ้าขนาดเล็กมาก (Very Small Producer :VSPP)ที่ขอรับการสนับสนุนส่วนเพิ่มราคารับซื้อไฟฟ้าในแต่ละปีให้สอดคล้องเป้าหมายในแผนพัฒนาพลังงานทดแทน 15 ซึ่งต่อมาคณะรัฐมนตรีในการประชุมเมื่อวันที่ 24 มีนาคม 2555 ได้เห็นชอบตามมติ กพช. ดังกล่าวโดยให้สามารถรับซื้อไฟฟ้าเกินกว่าปริมาณเป้าหมายที่กำหนดได้เท่าที่จะไม่ส่งผลกระทบต่อค่าไฟฟ้าตามสูตรการปรับอัตราค่าไฟฟ้าโดยอัตโนมัติ (ค่า ft)
