2 มาตรการสร้างแรงจูงใจ (Positive measure)
เพื่อเป็นการสนับสนุนและชี้นำการพัฒนาของภาคเอกชน (Infrastructure Led Development) ให้เป็นไปในทิศทางตามที่กำหนดในผังเมืองรวม
2.1 มาตรการที่พัฒนาขึ้นจากการใช้บังคับมาตรการเชิงลบ
- มาตรการส่งเสริม (Incentive Measure)
คือการดำเนินการตามนโยบายการพัฒนาเมืองโดยการให้อัตราส่วนพื้นที่อาคารรวมต่อพื้นที่ดินที่เพิ่มขึ้น (FAR Bonus)
- มาตรการชดเชย (Corrective Measure) ให้แก่ผู้ที่ได้รับผลกระทบจากมาตรการเชิงลบซึ่งเป็นผลให้ใช้ประโยชน์ที่ดินได้ต่ำกว่าศักยภาพ เช่น มาตรการถ่ายโอนสิทธิการพัฒนา (Transfer of Development Right หรือ TDR)
