AEC อาเซียน NEWS…พ่อเมืองตาก สั่งการ ในการประชุมคณะกรรมการนโยบายเขตพัฒนาเศรษฐกิจพิเศษตาก ครั้งที่ 13/2558 เพื่อเร่งรัดขับเคลื่อนการพัฒนาเศรษฐกิจพิเศษตาก(แม่สอด-พบพระ-แม่ระมาด) กับหน่วยงานทุกภาคส่วนที่เกี่ยวข้อง รองรับการเข้าสู่ประชาคมเศรษฐกิจอาเซียน Asean Economics Communit-AEC
นายสมชัยฐ์ หทยะตันย์ติ ผู้ว่าราชการจังหวัดตาก ในฐานะประธานคณะกรรมการผู้บริหารเขตพัฒนาเศรษฐกิจพิเศษตาก(แม่สอด-พบพระ-แม่ระมาด) ได้ประชุมคณะกรรมการนโยบายเขตพัฒนาเศรษฐกิจพิเศษตาก ครั้งที่ 13/2558 ที่สำนักงานอาคารพัฒนาเศรษฐกิจพิเศษตาก(แม่สอด-พบพระ-แม่ระมาด) ชั้น 4 เขตเทศบาลนครแม่สอด อ.แม่สอด จังหวัดตาก โดยมีส่วนราชการทุกภาคส่วนที่เกี่ยวข้องรวมทั้งภาคเอกชนเข้าร่วมประชุมกว่า 50 คน โดยผู้ว่าราชการจังหวัดตาก ได้มีข้อสั่งการ ไปยังทุกภาคส่วน ประกอบด้วย
1. การขับเคลื่อนเขตเศรษฐกิจพิเศษ แบ่งผู้ลงทุนเป็น 2 กลุ่ม กลุ่มแรกคือ นักลงทุนจากต่างประเทศ นักลงทุนจากในประเทศ และนักลงทุนในพื้นที่ ส่วนกลุ่มที่ 2 คือกลุ่มประชาชนที่จะได้รับสิทธิประโยชน์ในรูปแบบ การขับเคลื่อนธุรกิจเพื่อสังคมในรูปแบบสหกรณ์ (Social Business) ซึ่งเป็นแนวทางการกระจายรายได้ให้แก่ประชาชนในทุกภาคส่วน โดยการเชื่อมโยงเครือข่ายสหกรณ์ อ.บ้านตาก อ.แม่สอด อ.พบพระ และสหกรณ์รายอื่นๆในจังหวัด เพื่อจำหน่ายสินค้าในรูปแบบตลาดสหกรณ์ รวมถึงเชื่อมโยงการค้าการลงทุนกับเมืองเมียวดีผ่านการจัดทำตลาดสหกรณ์ระหว่างแม่สอด - เมียวดี ในรูปแบบสหกรณ์การเกษตร สหกรณ์ที่พัก สหกรณ์โรงแรม สินค้า OTOP เพื่อรวมกลุ่มและรับสิทธิประโยชน์จากการเป็นเขตพัฒนาเศรษฐกิจพิเศษตาก และการสนับสนุนจากสถาบันการเงินต่างๆ ทั้งนี้ จังหวัดได้เตรียมการสร้างศูนย์จำหน่ายสินค้าสหกรณ์ เพื่อเป็นจุดพักสินค้า/กระจายสินค้า โดยจะขอรับการสนับสนุนงบยุทธศาสตร์การพัฒนากลุ่มจังหวัด และจากส่วนกลาง
2. ขอให้พิจารณาจัดตั้งศูนย์พัฒนาฝีมือแรงงานไทย-พม่า

3. ให้เตรียมการรองรับการเดินทางมาตรวจเยี่ยมพื้นที่จังหวัดตากของ พล.อ.ประยุทธ จันทร์โอชา นายกรัฐมนตรี ซึ่งมีกำหนดการ (อย่างไม่เป็นทางการ) เดินทางมาในวันที่ 24 สิงหาคม 2558 เพื่อตรวจเยี่ยมพื้นที่เขตพัฒนาเศรษฐกิจพิเศษตาก(แม่สอด-พบพระ-แม่ระมาด) โครงการก่อสร้างสะพานข้ามแม่น้ำเมยแห่งที่ 2 พร้อมโครงข่าย และการขับเคลื่อนธุรกิจเพื่อสังคมในรูปแบบสหกรณ์ (Social Business) โดยให้ดูแลเรื่องความสะอาด ความเป็นเรียบร้อยของพื้นที่ รวมถึงเร่งผลักดันในการดำเนินงาน Social Business เห็นผลเป็นรูปธรรมมากที่สุด
4. เน้นย้ำให้ระมัดระวังการให้ข้อมูลข่าวสารแก่สื่อมวลชนและประชาชน โดยเฉพาะประเด็นการกำหนดที่ดินในเขตพัฒนาเศรษฐกิจพิเศษแม่สอด ว่าจะไม่มีการประกาศพื้นที่เพิ่มเติม แต่จะให้ประชาชนในพื้นที่สร้างบ้านแปลงเมืองของตนเอง โดยการเสนอความต้องการผ่านคณะทำงานฯ ระดับตำบล ซึ่งคณะทำงานฯระดับตำบลต้องพิจารณาประเด็นต่างๆอย่างรอบด้าน ทั้งเรื่องความต้องการของนักลงทุนว่าต้องการพื้นที่จริงและไม่ และคำนึงถึงผลกระทบของสภาพสิ่งแวดล้อมเป็นหลัก
5. เน้นย้ำให้หน่วยงานราชการสร้างความเข้าใจแก่บุคลากรในองค์กร ถึงประโยชน์ที่จะได้รับจากเขตพัฒนาเศรษฐกิจพิเศษตาก ทั้งประโยชน์ทางตรงที่ได้จากความเจริญและการพัฒนาด้านโครงสร้างพื้นฐาน ถนน ไฟฟ้า ประปา และความเจริญด้านเศรษฐกิจที่ได้รับจากคณะศึกษาดูงาน ร้านอาหาร โรงแรม เพื่อให้บุคลากรภาครัฐนำไปประชาสัมพันธ์ให้ประชาชนได้รับรู้รับทราบ
6. ผลการดำเนินงานและความคืบหน้าด้านแรงงานฯ ได้มีประกาศสำนักนายกรัฐมนตรี เรื่อง การใช้บังคับมาตรา 14 แห่งพระราชบัญญัติการทำงานของคนต่างด้าว พ.ศ.2551 แล้ว แต่ยังไม่สามารถดำเนินการได้ เนื่องจากรอการทำข้อตกลงร่วมกับประเทศเมียนมา ซึ่งทางหน่วยงานสังกัดกระทรวงแรงงานจังหวัดตากได้จัดการประชุมชี้แจงแนวทางให้แก่ผู้ประกอบการในพื้นที่แล้ว ทั้งนี้ ผู้ว่าราชการจังหวัดตากได้เน้นย้ำให้หน่วยงานกระทรวงแรงงานและสำนักงานอุตสาหกรรมจังหวัดตาก ทำความเข้าใจแก่ผู้ประกอบการในประเด็นดังกล่าวอย่างทั่วถึง และเข้มงวดในการตรวจสอบการเคลื่อนย้ายแรงงานผ่านเส้นทางต่างๆ
7. ผลการดำเนินงานและความคืบหน้าด้านสิทธิประโยชน์ฯ สำนักงานคณะกรรมการส่งเสริมการลงทุน (BOI) อยู่ระหว่างเสนอแนวทางการสนับสนุน SMEs (นักลงทุนท้องถิ่น) ในเขตพัฒนาเศรษฐกิจพิเศษตาก โดยจะนำเข้าพิจารณาในการประชุมของคณะกรรมการส่งเสริมการลงทุน ในวันที่ 10 ก.ค. 58 หากมีความคืบหน้าจะรายงานให้ทราบต่อไป สำหรับความเคลื่อนไหวของนักลงทุนในพื้นที่ ขณะนี้มีบริษัทจากประเทศไต้หวัน (บ.โหย่งจิ้ง อินเตอร์เนชั่นเนล จำกัด) ได้ยื่นความประสงค์ขอรับสิทธิประโยชน์ด้านการลงทุนจาก BOI ซึ่งคณะทำงานด้านสิทธิประโยชน์ โดยสำนักงานคลังจังหวัดตาก อยู่ระหว่างการประสานอำนวยความสะดวกในการยื่นเอกสารขอรับสิทธิประโยชน์จาก BOI ให้แก่บรษัทดังกล่าว
สำหรับการมาตั้งหน่วยให้บริการ ณ สำนักงานเขตพัฒนาเศรษฐกิจพิเศษตาก ของ สสว. และ BOI กำลังอยู่ระหว่างการจัดสรรพื้นที่ ทั้งนี้ ผู้ว่าราชการจังหวัดตากสั่งการให้คณะกรรมการระดับตำบลจัดทำกำหนดการ เพื่อให้ สสว. และ BOI สถาบันทางการเงินต่างๆ รวมทั้งคณะทำงานด้านสิทธิประโยชน์ ออกหน่วยเคลื่อนที่ (Mobile Unit) เพื่อให้บริการด้านข้อมูลสิทธิประโยชน์แก่ประชาชนในพื้นที่
8. ผลการดำเนินงานของคณะทำงานฯ ระดับตำบล ต.แม่สอด ได้เปิดศูนย์ประสานงานขับเคลื่อนเขตพัฒนาเศรษฐกิจพิเศษตากระดับตำบล เมื่อวันจันทร์ที่ 6 กรกฎาคม 2558 และการเตรียมการพัฒนาภูมิทัศน์เกาะกลางถนน รวมถึงเตรียมความพร้อมโดยเสนอขอรับการสนับสนุนงบประมาณเพื่อจัดทำระบบป้องกันน้ำท่วม การติดตั้งกล้อง CCTV. รถดับเพลิง การจัดทำศูนย์วัฒนธรรมสองแผ่นดิน การพัฒนาด้านการศึกษาโดยจัดทำทำศูนย์เรียนรู้ 4 ภาษา เป็นต้น
9. การเชื่อมโยงและขับเคลื่อนเครือข่าย Social Business คณะทำงานฯ ได้กำหนดนโยบายดังนี้
1) มุ่งเน้นการคืนกำไรในรูปแบบการสร้างประโยชน์แก่สังคม
2) มีการขอรับการสนับสนุนด้านเงินทุนจากสถาบันการเงินต่างๆ โดยอาศัยการรวมกลุ่มเพื่อสร้างพลังในการขอรับเงินลงทุนในรูปแบบ Nano Finance จากสถาบันการเงิน
3) มีการร่วมกลุ่มหน่วยธุรกิจในชุมชนเพื่อยกระดับเป็นสหกรณ์ และวิสาหกิจชุมชนเพื่อรับสิทธิประโยชน์จากการเป็นเขตพัฒนาเศรษฐกิจพิเศษ
4) การเชื่อมโยงตลาดสหกรณ์ ตลาดท่องเที่ยว ตลาด OTOP และกลุ่มผู้
