ดังนั้น เพื่อเป็นการเพิ่มขีดความสามารถในการแข่งขันในภาคอุตสาหกรรมของไทย เพื่อต่อสู้ในระบบเศรษฐกิจ โลก และเพื่อรองรับการเข้าสู่ประชาคมเศรษฐกิจอาเซียน หรือ AEC ภาคอุตสาหกรรมไทยจึงจําเป็นต้องมุ่ง แสวงหาแนวทางการพัฒนาใหม่ ๆ โดยปรับเปลี่ยนจากเศรษฐกิจยุคเก่าที่ใช้ทรัพย์สินที่จับต้องได้ (Tangible Assets) หรือปัจจัยการผลิต (Factor driven growth) ดั้งเดิม ได้แก่ ที่ดิน แรงงาน และทุน เป็นตัวขับเคลื่อน หลัก ไปสู่เศรษฐกิจยุคใหม่ที่ใช้ทรัพย์สินที่จับต้องไม่ได้ (Intangible Assets) หรือทรัพย์สินทางปัญญา และการ สร้างสรรค์มูลค่าเป็นปัจจัยขับเคลื่อนใหม่ โดยเน้นความคิดสร้างสรรค์ (Creativity driven growth) มุ่งเน้นไป ที่การเพิ่มคุณค่า/สร้างมูลค่าให้กับสินค้ากลุ่มที่ไทยมีความสามารถในการแข่งขันอยู่แล้ว รวมถึง การมุ่งเน้น ส่งเสริมขีดความสามารถในการแข่งขันให้กับกลุ่มสินค้าที่ไทยมีศักยภาพ/ความสามารถหลัก (Core Competency) เป็นการฉพาะเจาะจงมากยิ่งขึ้น
