อนุสัญญานี้เป็นที่ตกลงรับในวันที่ 22 พฤษภาคม ค.ศ. 1969 เปิดให้ลงลายมือชื่อในวันรุ่งขึ้น และมีผลใช้บังคับตั้งแต่วันที่ 27 มกราคม ค.ศ. 1980 นับตั้งแต่เดือนเมษายน ค.ศ.2011 มี111รัฐให้สัตยาบันแก่อนุสัญญานี้แล้ว
