3. ประชาคมสังคมและวัฒนธรรมอาเซียน (ASEAN Socio-Cultural Community หรือASCC) มีเป้าหมายให้ประชากรอาเซียนมีสภาพความเป็นอยู่ที่ดีและมีการพัฒนาในทุกด้านเพื่อยกระดับคุณภาพชีวิตของประชาชน ส่งเสริมการใช้ทรัพยากรธรรมชาติอย่างยั่งยืน โดยมี แผนปฏิบัติการด้านสังคมและวัฒนธรรมอาเซียน ซึ่งประกอบด้วย ความร่วมมือใน 6 ด้าน ได้แก่

3.2 การคุ้มครองและสวัสดิการสังคม (Social Welfare and Protection)
3.3 สิทธิและความยุติธรรมทางสังคม (Social Justice and Rights)
