1. ความเป็นมา
จังหวัดเกียนยาง สาธารณรัฐสังคมนิยมเวียดนาม ได้เชิญคณะกลุ่มจังหวัดภาคตะวันออก (จังหวัดตราด จันทบุรี ระยอง และชลบุรี) เดินทางเยือนจังหวัดเกียนยาง เมื่อวันที่ 29 ตุลาคม – 1 พฤศจิกายน 2557 เพื่อศึกษาศักยภาพด้านการค้า การลงทุน การท่องเที่ยว และการเกษตรของจังหวัดเกียนยาง ทั้งนี้ จังหวัดเกียนยางได้ใช้โอกาสนี้ จัดให้มีการลงนามบันทึกความร่วมมือระหว่างจังหวัดตราดกับจังหวัดเกียนยาง เมื่อวันที่ 31 ตุลาคม 2557 ณ อำเภอฟูก๊วก จังหวัดเกียนยาง เพื่อส่งเสริมความร่วมมือด้านการท่องเที่ยวและการเกษตรระหว่างกัน
ในช่วงต้นปี 2558 ศูนย์พัฒนาฝีมือแรงงานจังหวัดตราด ได้เชิญจังหวัดบนเส้นทาง R10 ได้แก่ จังหวัดเกียนยาง สาธารณรัฐสังคมนิยมเวียดนาม จังหวัดเกาะกง พระสีหนุ กัมปอต และแกบ ราชอาณาจักรกัมพูชา รวมถึงจังหวัดพระตะบอง และโพธิสัต ราชอาณาจักรกัมพูชา มาหารือกันเพื่อส่งเสริมการท่องเที่ยว การค้าการลงทุน และการพัฒนาทรัพยากรมนุษย์ โดยได้มีการลงนามบันทึกข้อตกลงร่วมกัน
หลังจากลงนามบันทึกข้อตกลงร่วมกันแล้ว จังหวัดตราดได้มีโอกาสเยือนราชอาณาจักรกัมพูชาอีกหลายครั้ง โดยจังหวัดแกบ ราชอาณาจักรกัมพูชา ได้รับมอบหมายจาก ชมรม “R10 Road of Paradise” ให้เป็นตัวตั้งในการจัดการประชุมการท่องเที่ยวเชื่อมโยงระหว่างกัน ตลอดจนเรื่องอื่นๆ ที่เป็นการเสริมสร้างความสัมพันธ์ร่วมกัน 3 ประเทศ โดยมีจังหวัดเกียนยาง สาธารณรัฐสังคมนิยมเวียดนาม เป็นผู้สนับสนุนค่าใช้จ่าย
