ดร.สุวิทย์ เมษินทรีย์ ได้ให้ความหมายของประเทศไทย 4.0 ไว้ว่า Thailand4.0 เป็นวิสัยทัศน์เชิงนโยบายที่เปลี่ยนเศรษฐกิจแบบเดิมไปสู่เศรษฐกิจที่ขับเคลื่อนด้วยนวัตกรรม กล่าวคือต้องปรับเปลี่ยนโครงสร้างเศรษฐกิจ ให้ไปสู่ “Value–Based Economy” หรือ“เศรษฐกิจที่ขับเคลื่อนด้วยนวัตกรรม” โดยมีฐานคิดหลัก คือเปลี่ยนจากการผลิตสินค้า “โภคภัณฑ์” ไปสู่สินค้าเชิง “นวัตกรรม”
